ILLINOIS RACING LEGISLATION The long promised racing bill is at last before the Illinois legislature having been introduced in the House by Representative Carmody Armory and in the Senate by Senator PVFitzpatrick Its terms are practically as stated by Senator Fitzpat Fitzpatrick rick recently with the exception that it provides for fortyfive fortified days racing for each race track instead of thirty the number to which it has heretofore been understood the tracks would be limited The bills in each branch of the legis leis ¬ lature Lauren are identical in language and read as follows Every person firm or corporation owning or conducting an inclosure enclosure wherein meetings are held for the trial of strength or speed of horses and where pools are bought or sold or books or wagers are made thereon shall pay to the State of Illinois a tax of 5 per centum Centrum of the gross gate receipts for admission of persons upon and for each and every day that such meetings may be held within any such inclosure enclosure the same to be paid to the County Treasurer of the county in which ucb CB inclosure enclosure is located on the Monday iext ext after any such meeting shall be held Said ounty bounty Treasurer shall give duplicate receipts therefor therefore One of the receipts shall be by such person firm or corporation sent forthwith mailed to the State Treasurer of the State of Illinois and said County Treasurer will in ten days after receipt thereof remit such sum or sums so received by him to said State Treasurer less the per centum Centrum thereof allowed to him by law for making collections of other taxes taxesThe taxes The State of Illinois is hereby declared to have a valid and first lien upon all the real and personal property of the person firm or corpor corpora ¬ ation action who may own or control the inclosure enclosure where any such meeting shall be held to secure the future payment of such taxes which lien may be enforced the same as any other lien for taxes taxesAll taxes All meetings provided for in this act may be held between the first days of May and Novem Novena ¬ ber beer in any year and between the hours of 12 oclock o'clock noon and 7 oclock o'clock in the afternoon and at no other time or times Provided however that the total number of days shall not exceed fortyfive fortified in any one year in which meetings shall be held within one inclosure enclosure inclosureAt enclosure At and during the time of any such meeting it shall be lawful to make books or wagers and buy and sell pools within any such inclosure enclosure upon the result of the trial of strength or of speed of horses to bo actually had upon and within such inclosure enclosure during the meeting then being held but not at any other time or place placeAny placeman Any person firm or corporation who shall as agent or otherwise directly or indirectly permit books or wagers to be made or pools to be bought or sold otherwise than in this act pro ¬ vided shall forfeit and pay to the State of Illi Ill ¬ nois noirs not less than 100 nor more than 500 for each offense to be collected by any court having jurisdiction thereof thereofAny thereof Any person firm or corporation who shall fail to pay the tax imposed by this act shall forfeit and pay to the State of Illinois the sum of 500 r for each day such tax shall remain due and un ¬ paid the same to be collected by suit in any court having jurisdiction thereof thereofAll thereof All acts and parts of acts so far as the same are in conflict with any qf the provisions of this act are hereby repealed Electricity And Racing. ELECTRICITY AND RACING RACINGFrom Racing From the birth of racing the whip and spur have been deemed legitimate appliances for stimulating racehorses to put forth their utmost powers in the hot an3 decisive seconds of a race Their use isattended distended by the inflic inflict ¬ tion ion of pain their owners would deem exces excels ¬ sively snivel cruel and barbarous if applied to their own persons Yet so strong is the force of cus cubs ¬ tom that racing rules sanction and in many cases racing officials enforce the use of such weapons while the average race goer would deem their absence from the hands or heels of a jockey a very suspicious circumstance patent evidence in fact that a horse was not meant to win winTurf windsurf Turf officials are traditionally conservative tenacious in adherence to precedents and slow about adopting what they deem radical changes in racing methods and appliances No great objection can as a rule be urged against this conservatism But when it led to the out ¬ lawry awry of the use of electricity for the same pur pour ¬ pose for which the whip and spur are used it may well bo doubted whether it was not carried to the extent of making a mistake of real con ¬ sequence The electric saddle socalled scaled is in no ways harmful to a horse It causes no pain to the noble brute It does not lacerate and tear his delicate skin as do the whip and andspur sandspur spur But from what is known of its effects when used on a sluggish loafing or sulky horse there is but little reason to doubt that it is far more effect ¬ ual dual in the way of inducing a horse to exert his full measure of speed than the instruments now lawful under racing rules and usage usageIt usage It would be a matter of uo difficulty whatever for the Jockey Club and Turf Congress to re ¬ voke evoke their action concerning this appliance It was put under ban without any actual consideration and it would probably puzzle any one of the turf lawmakers to give any sensible or adequate reason for the action Its known and public use would be humane and of value besides being in line with the modern spirit of progress Outlawed as it is its effectiveness will lead to its surreptitious use by unscrupu unscrupulous ¬ lous locus owners despite the penalties attending dis dais ¬ covery covey Legitimatized Legitimatize and taken under the protection of racing rules its use properly de ¬ fined and always made known to the public it would almost certainly be adopted by all racing owners as an adjunct of the highest value and utility C C RILEY Northern Racing Circuit Stakes.
