A gosBipy letter from Little Bock to an eastern newspaper says of racing affaire at that point: "The coming spring meeting of the Arkansas Jockey Clnb, which begins March 26, promises to be one of the most successful in the history of the association. The class of hones entered in the stake events is better than has been the case for several seasons. There are a sufficient number of horses at the track to begin a meeting tomorrow. "K. C. Headley, who campaigned John Cooper and many other good ones, is wintering a select stable of ten thoroughbreds at Clinton Park. Tbe string includes Dramburg, b. e, 3, by Deceiver— Confidence; Commonwealth's Attorney, ch. c, 3, by Audrain— Justicio, and Barilla, br. f , S, by Spendthrift-Mabel A. "Mr. Headley also has several promising two- year-olds which he will prepare for the big meetings up the line. Dramburg is entered in the Tennessee Derby, to be run at Memphis in April. "Paul J. Miles, who has been here all winter, has a bunch of fifteen which be is giving the proper training for the stakes in which they are entered. "The latest arrival at Clinton Park ia the entire racing stab'.e of George C. Binnett. Tbe older horses have been racing at New Orleans all winter and were brought up to be given a rest. The younger division of the stable was shipped over from the farm at Bidgeway, near Memphis. Henry McDaniels is in charge of the string, which consists of twenty-two horses, including : "Capron, oh. c, 3, by De Beauvoir— La Sorella. "Nightstick, b. c, 3, by Fiddlesticks— Nonrma-hal. "W. B. "Jockey Crowhnrst, who recently signed to ride for Mr. Bennett, is here, giving the horses their usual morning exercise. Mr. Bennett has not had a regular jock y since Jess Everett was set down at Harlem last summer, for his ride on Lord Zeni. "There are only three stakes to be decided at the meeting, but good amounts will be hung up in the over-night events. "William Bruen of the 'no recall flag' fame will handle the horses at the post, while Col. b. M. Apperson will act as presiding judge." WASHINGTON'S CHIEF STAKE. The principal feature of the spring meeting at BenningB will be tbe decision of tbe Bennings Handicaps, which is a double event at six furlongs and seven furlongs respectively. The conditions, entries and weights ar ; given below: Tbe Bennings Bering Handicaps (to be run on the first and last days of the spring meeting, 1900)— handicap fir three-year-olds and upward. By subscription of $10 each, which shall entitle the entry to start in the First and Second Handicaps, on payment of the additional etarting fee of $20 in each. To close and name at midnight of Tuesday, February 6, 1900. Weights to be announced February 22, 1900. Conditions of the first Bennings Spring Handicap.— Btarters to pay $20 each additional, wit h $700 added, of which $125 to the second and $75 to the third. The winner to reoeivs one-half of tbe subscription money, all of the starting money, and the balance of the added money, $506. Winners after publication of the weights of a raee of any value, to carry 3 lbs. extra; of two races of any value, or one of tbe value of $750, 5 lbs. extra ; of three of any value, or one of tbe value of $1,000, 7 lbs. extra. In case of horses handicapped at 115 lbs. or over, these penalties shall apply to the extent of one-half only. Six Furlongs. Conditions of the second Bennings Spring Handicap. — Starteis to pay $30 additional, with $1,000 added, of which $200 to the second and $100 to the third. The winner to receive the remaining one-half of the subscription money, all of the starting mooey and the balance of the added money, $700. Winners, after the publication of the weights, of a race of any value to carry 3 lbs. extra: of two races of any value, or one of the value of $750, 5 lbs. extra ; of three races of any value, or one of the value of $1,000, 7 lbs- extra. In case of horses handioapped at 115 lbs. or over, these penalties shall apply to the extent of one-half only, except for the winner of the first handicap which shall carry 10 lbs. more than he carried in that race. Two of the cleverest ligbt-weight jockeys developed at San Francisco have signed contracts for the coming reason in theeas;. T.Walsh will ride for Louis V. Ball of New York, while Milton Henry has baen secured by Barney Schreiber of St. Lcuis, Walsh and Henry are considered two of the cleverest riders of their weight ever seen in the saddle at San Francisco. Henry will no doubt be seen in tbe saddle at the Fair Grounds, a? his employer is a heavy nominator to the local stake events. Bell, who is a Wall street broker, will race around New York exclusively. Jimmy McCormick, who formerly trained for BurnB & Waterhouse, has charge of Bell's racing Btring. Jockey Dick Clawson has signed to ride for David Gideon the coming s aason at a retainer of $10,C00. Clawson rode for W. C. Whitney last year. Nash Turner, who has just bsen reinstated by the Jockey Club, is said to bs slated to ride for the Whitney stable this year. He was with H. Eugene Leigh last year. Nash Turner is a brother of Lee Turner, who used to ride for John Rodogap. Jockey John Bellman, who is riding for Schreiber at San Francisco this winter, is under contract to Green B, Morris for the coming season in the east. Morris is the veteran Missouri horseman. Smith, the Chicago Board of Trade plunger, for the coming season. Smith owns the famous celt Lieutenant Gibson, who is the favorite in the future books for the Kentucky Derby. At no time in the memory of the present generation of turfmen has a racing season at this period of the winter augured so well as the one in immediate prospect. There is no illness among the legion of horses in quarters on the metropolitan district circuit, and the mild, open weather of the closed months to date has caused them, from stake representative to selling plater, to take on healthful flesh and be in readiness for the spring preparation. A few colds may follow in the wake of the recent snow visitation. Trainers are unanimously of tbe opinion that their thoroughbred charges are in condition to withstand an Arctic siege without tnrning a hair. In the event of March proving as equable in temperature as did January and the initial half of February, the horses on the eastern circuit tracks will be easily ready for the races when early May ushers in tbe recognized legitimate stake season at Morris Park.— New York Herald. Doss & Co., from the decision of the stewards of the Western Turf Association, awarding purse to the horse Dunblane in race run at Tanforan, December 5, 18«9, the Committee on Appeals of the American Turf Congress has rendered the following opinion: "F. W. Does & Co. complied fully with Rule 70 in making entry of their horse, and, so far as the papers show, in registering with the sociutai y , uuii iieumngs was not part owner of "Dunblane" and the ent*y of the horse in the name of Jennings only was not in conformity with that part of Rule 70, requiring every entry to be made "in the name ot a person having ownership in the horse," Jennings' interest in the horse "Dunblane" was in the winnings only, which, by Rule 54 does not constitute him an owner.
