Anderson, State Supervisor of Racing Accounts, has issued his annual report, and it has been filed in the office of the Comptroller. It is of great interest to the racing public, for it shows that the State this year received $200,741.67 as a 5 per cent, tax levied on the gross receipts of -eight tracks licensed by the State Racing Commission, says the Sun of Thursday. The report demonstrates that the season of 1903 was the most successful since the appointment of the commission, as $30,655.79 was taken in over the tax of 1902. During the year eight racing associations received licenses from the commission and the number of days raced by each association and the tax paid were as follows: Name. Racing Days. Tax. Coney Island Jockey Club... 30 $45,156.44 Brooklyn Jockey Club 30 39,527.35 Westchester Racing Ass'n..30 31,156.56 Brighton Beach Rac'g Ass'n.28 27,967.40 Saratoga Association 22 21,982.47 Metropolitan Jockey Club... 22 17,763.53 Queens County Jockey Club. 21 14,145.04 Buffalo Racing Association. .19 3,042.88 $200,741.67 Competitive dates The report says: This $200,741.67 constitutes a fund which, under the direction of the -Legislature and the provisions of the Agricultural law is distributed annually in behalf of the State for prizes for improving the breed of cattle, sheep and horses, at the various fairs throughout the State. Such distribution is made proportionally to the premiums offered at such fairs for agricultural, mechanical and domestic products, exclusive of the premiums paid for trials or tests of speed, skill or endurance of man or beast. Thus, it will be seen, thoroughbred racing as now conducted in this State not only necessarily calls for the highest development of the thoroughbred itself, but a most substantial percentage of the gross receipts derived from racing goes to the betterment of the breed of cattle throughout the whole State. This tax, it is further provided, shall not be used for racing at the fairs, and associations entitled to be beneficiaries must for three years prior have annually paid out in premiums not less than $1,000 over and above the premiums appropriated for such incidentals to fairs as trotting races and trials of skill. Thus the gross receipts for the year were $4,000,000, and that is the amount the public of New York paid to see racing this year. The report continues: As showing the tremendous growth of the popularity of the sport and of the public confidence in its management, it is interesting to point out that the increase of the tax of 1903 over that of 1902 $30,655.79 is larger than was the total tax paid by all the racing associations for the year 1895, the first year in which the State Racing Commission assumed the direction and government of the turf under the law creating it. Every year since the running turf of the State has been under the direction of August Belmont, E. D. Morgan and John Sanford, the revenue to the agricultural societies has grown in such amazing measure that a recapitulation is interesting: Tear. Tax. 1895 $27,220.74 1896 . 50,608.10 1897 64,034.64 1898 80,483.85 1899 . 90.791.74 1900 98,671.53 lfOl 128.581.50 1902 170,085.88 1903 200,741.67 Total $911,219.65 Memphis Stake Offerings MEMPHIS STAKE OFFERINGS. Elsewhere in this issue will be found the conditions of the stakes offered by the New Memphis Jockey Club for 1904 and 1905, entries to which will close January 2, 1904. Concerning them a prominent official of the club writes: "Eight of these stakes will be decided at the spring meeting of 1904, and two, the Tennessee Derby and Oaks, are for the spring meeting of 1905. The Tennessee Derby has been increased in value from a $3,000 added stake to $5,0C0 added, and this should make the Derby for 1905 one of the richest stakes offered for three-year-olds in the west and should be worth, with any kind of support from the horsemen, at least $10,000. The Tennessee Oaks, with $2,000 added, is already one of the richest, if not the very richest stake, offered for three-year-old fillies in the west. This stake should be worth about $5,000. Both of these stakes are races without a penalty or an allowance. Every horse must carry its weight, a true Derby and Oaks, a true test, and the winner of either should be valuable for breeding purposes. No owner in the west, with a good looking foal of 1902, can afford to overlook these events. It costs nothing to enter either, and horses can be taken out the 2nd of May, or the 2nd of January at a very small expense. "Of the eight stakes that will close January 2, to be decided at the coming spring meeting, the Montgomery Handicap for three-year-olds and upward, distance 1 1-16 miles, has been increased in value from a $2,500 added stake to $3,000 added, which will make the stake worth about $5,500; and in addition to this, the club also adds a silver cup or plate to the value of about $500. .This race will be decided the opening day of the meeting. "The Peabody Hotel Handicap, for three-year-olds and upward, distance 1 1-8 miles, has been increased from $1,000 added to $1,500 added, making the stake worth about $3,000; and in addition, the winner will receive a $500 silver cup or plate. This handicap will be run the closing day of the meeting. "The Tennessee Brewing Co. Stake, a selling stake for three-year-olds and upward, distance 7-8 of a mile, with $1,000 added, was worth over $2,500 last season. "There is one stake for three-year-olds, the Hotel Gayoso Stakes, with $1,000 added, distance one mile, which is in the nature of a consolation for beaten horses in the Tennessee Derby and Oaks, and also a preparation for the Kentucky Derby, as the race is decided the latter part of th meeting and the value of the race is made with the idea not to penalize the winner in the Kentucky Derby, as the winner of a three-year-old race of the value of $1,500, must take- up a five-pound penalty in the Kentucky Derby. "The club also offers three stakes for two-year-olds; one for colts and geldings, the Gaston Hotel Stakes, distance 1-2 mile, $1,000 added, estimated value $2,200; one for fillies, the Ardelle Stakes, distance 1-2 mile, 81,000 added, estimated value $2,200, and the Memphis Stakes for two-year-olds, 5-8 mile, with $2,000 added, estimated value $4,000. This stake has been increased from a $1,500 added stake last spring to $2,000 added this year, and is a valuable stake for two-year-olds this early in the season." Page [2] ED. Start straggling. Won easily: second the same. Jockey Club outclassed his field and is a superior class colt, indulged Albemarle and St. Winifride with a brief lead, going to the front before the half was reached and practically coming home alone. Albemarle, always a prominent contender, came away decisively from the others when straightened for home and ran a fast and game race. Tamra closed a big gap after getting away badly and runs like a useful stayer. Polbnius was only beaten out for third place in the last stride and ran an excellent race for his first essay in a long time. Egg Nogg got away well and ran a good, steady race. Clausus is above the average and ran as if short. This race should fit him and, on his merits, he was probably second best. Rosarie emphasized her remarkably improved form by her fast and game effort today when she followed the terrific pace closely and, in a long drive home, decisively outstayed her field. Illowaho, also in good form, came through with a long sustained burst of speed on the inside when straightened for home and just failed to get up. Horton was compelled to come around with a wide turn in the last quarter and lost too much ground to ever get up and finished a fast going third. Kittie Kelly tired right at the end after "an overanxious effort to beat a fast non-stayer like Oscar Tolle and might have won but for that. Dolly Hayman showed surprising improvement, came along with a rush at the end and wore Beau Ormonde down in the final sixteenth, after holding on steadily a close up third from the start, evidently on her own courage and ran a high-class race from a time standpoint. Beau Ormonde, hard held, ran lapped on Epicure to the stretch turn, where he drew to the front and appeared to be leading by a safe margin when straightened for home, ran a fast, game race and had no mishaps. Epicure, probably not quite keyed up, tired slightly in the stretch run after forcing the pace, held on gamely in the closing drive like the good horse that he is and will reverse this running at an early day. At the end of each week I will mail you an Itemized statement showing horses played, odds obtained, etc., with money order for the amount of your profits. When operating an account for you I do not charge for the information but deduct 20 per cent of the weekly profits for acting as your commissioner at the track. Subscriptions should be sent at once in order to take advantage of the numerous "GOOD THINGS" mentioned below. NEXT MONDAY, TUESDAY AND WEDNESDAY are the days that I shall advise all turfites to follow me, as on these three days I shall land on some "crackerjacks" long price "sleepers." The numerous "GOOD THINGS" that I have been handing out my clients from day to day have made my selections the talk of the track. On MONDAY I expect to start the week by landing a "sleeper" at long odds. This horse I caught working three-quarters in 1:13, which is good enough to make him win and the stable connections will have down a bunch. My other trick will be at 6 to 1 or better and should "tin-can" all the way home alone. For TUESDAY I expect to send out a maiden who has been burning up the track in her work and will be "oil-in-the-can." This maiden will open at a long price and my wire will advise my clients to take first betting berore the odds are rubbed. For WEDNESDAY my wire will put you next to TWO VERY CHOICE TRICKS, which I am confident will win easily. One is a stake horse pitted against a lot of selling platers. No turfite should miss subscribing for my wires on the above days if you want the best inside information from one who is in the know and right on the spot. Address C. H. JAMES, P. 0. Lucien Lyne, who has made such a success during the past season riding for the Keene stable in England, has arrived home at Lexington, Ky., from New York City. In response to an inquiry Lyne says that he will not go to New Orleans or elsewhere to ride for any one during the winter, as has been reported. It is his intention to spend the entire winter season at home, with the exception of a hunting trip which he purposes to take. Regarding his arrangements for next season he says: "It is uncertain at this time what arrangements will be made for my next season's work, but it is highly probable that I shall remain in the United States and ride for the Keene stable. I doubt very much if I shall go to England to ride next year. England is all right in her races, and any jockey can make money if he rides square. I have had a hard season's work, and propose to rest up now until spring." The stable of Frank Bruhns & Co., including Ice "Water, Harding and other good ones, has arrived at Nashville. John Ferris' stable also got in from Cincinnati. They will be wintered at Cumberland Park. A school for the education of stable boys at Cumberland Park has been opened with fifty scholars. A teacher has been secured to instruct the lads, and the session will continue throughout the winter. It has just been learned that "A. S. Cochran," who figured as an extensive buyer at the recent horse sales, is Alexander Smith Cochran, to whom was bequeathed the millions of the late "Warren B. Smith, the Yon-kers manufacturer. It is said to be his intention to gather material for a large racing establishment. Many of his purchases have been entered by their breeders for the rich stakes of the. future.
