SIMS BILL HAS STRONG OPPOSITION House Committee Listens to Bi j Delegation in Arguments Against Pernicious Measure WASHINGTON I C May 20 At a hearing thi morning before the House Interstate and For ¬ eign Commerce Committee of which John K lsch of Wisconsin is chairman on the SimsSterling bill which would prevent the transmission of betting odds between states the measure was denounced as u further menace to the personal liberties of the American people and an invasion of state rights as well as a blow at the freedom of the press pressIt It was urged by some of the speakers that the proposed legislation would not accomplish what its promoters claimed it would abolish the handbook and that those behind it really aimed at the de ¬ struction of racing now pronounced an essential factor in military horse production by every gov ¬ ernment including our own In support of this contention there was read into the record by Secre ¬ tary Tims P Cromwell of the Thoroughbred Horse Association the opinions of Colonels Scott and Koch that without racing and its tests there would have lieen no horses of the type required for calvary service when the late war broke out They also iid that the government had embarked on a plan to produce a type and that in very instance thor ¬ oughbred sires were employed There was a short ¬ age of the sort of sires the work called for at the present time and that the securing of an increased supply was one of the problems confronting the National liemount Association which had the work in hand and whose membership embraced some of the most prominent citizens of the Fnited States Numerous letters of protest were read from pub ¬ lishers of newspapers and from breeders of thor ¬ oughbreds in various parts of the Union UnionA A J Carroll of Louisville Ky told the com ¬ mittee that the measure was offensive to the people of his state in which a majority of the thorough brvd horses reared in the United States were pro ¬ duced He explained in detail how the people of his state had fomulated laws governing racing and the speculation incidental thereto and that such legislation as that carried in the SimsSterling bills was an invasion of state rights and destructive to the fundamentals upon which the country had grown to its present prosperity prosperityArthur Arthur It Hancock one of the largest breeders of thoroughbreds in the United States with estab ¬ lishments in Kentucky and Virginia and himself a vicepresident of the National IJemount Association charged by the Federal authorities to further tho production of the type of horse so essential for a 1 vary spoke at length on the evils which would follow in the wake of such legislation He regarded it as tho entering wedge in a policy aimed at the dRstruction of a popular pastime for many of the best citizens of the nation and said that without the publicity which was an essential adjunct of any live industry or sport the people at largo would lose much of their interest in the breeding and racing of thoroughbreds He assured the committee fn conclusion that there was no real sentiment for the proposed legislation and said that the entire matter was one for state or municipal control controlThe The hearing was satisfactory to the delegation which met the committee and the situation looked better after the addresses by Messrs A J Carroll A 15 Hancock Maurice Galvin and II T Oxnard Mineral Springs Track Revived MINERAL SPRINGS TRACK REVIVED Hammond Iiid promoters Iiave closed contracts for the old Mineral Springs race course at Porter fallen into disuse for five years upon which a summer series of motorcycle races will be run Late Features Of English Racing: Epsom Derby Probabilities Engrossing Attention--Cinna's Easy One Thousand Victory. remarkable outburst of enthusiast vhich greeted his success at Newmarket on Apr 28 was a clear indication of popular salisfaetioi tiat he liail emerged so triumphantly from the clout iifder which he had rested since Silvern inflictci upon him at Newbury the first defeat in his ca ¬ reer The great volume of cheering was a spon ¬ taneous tribute to his victory in the first classic race of the season Had the thousands of spec ¬ tators been acclaiming a royal victory in the Twr Thousand Guineas it was impossible for the cheer to be more hearty heartyFor For some weeks in city financial circles Allenbj hfid been rather freely mentioned as likely to win the Derby lie had met with support at long odds He was bred and is owned by Mr Walter Raphael who also owned and bred his dam the gray fillv Tagalie winner of the Guineas and the Derby in 112 Allenby is her third foal As a twoyearobi he first ran in the Fitzwilliam Stakes five fur lengs in April when lici sse conceding te pounds TETRATEKAS DAM BARGAIN MARE MAREA A great deal of information regarding the lineag of Tetratema has appeared in print He is a grav son of The Tetrareh and Scotch Gift The latter bought by Major McCalmont won four races as a twoyearold Totratema is her sixth foal Of his predecessors Ilalfa Glass Koi DKcosse and Arch Gift have won races Her twoyearold is also by The Tetrareh It is a bay colt named Corban Scotch Gift was by Symington Maund by Tarpor ley by St Simon Maund won four races in her first two seasons As a fouryearold she raced unsuccessfully and at the end of that season Maund was sold for S210 A year later she was offered at the Newmarket December Sales when she was bought for 100 by Mr 13 Kennedy the breeder of The Tetrareh Apart from Scotch Gift there wen other winners from Maund including Charity a siieedy twoyearold fillv by Fariman FarimanThe The best of the fillies last year was Pright Folly an unbeaten winner of four races Karly in the week she was reported amiss but it was eventually decided to let her take her chance The Kings filly Lemonade had been going well in her gallops and many people remained at Newmarket in the hope of cheering a royal victory in the Onn Thousand Guineas The daughter of Lemberg how ¬ ever fell slightly lame four days prior to the race The only other competitor to be considered was Sir Itobert Jardiues beautiful filly China a daughter of Polymelus She had run well behind Kcrasos and Orpheus at the Craven meeting Lemonade started favorite at 3 to 1 China was next in de ¬ mand There was 5 to 1 against liright Folly The latter has grown a bit and developed since last year She is a brown with a white near hind fet ¬ lock Lenlonade is rather long and straight in the back China however with her great depth of girti and magnificent quarters was easily the pick of the field Sound critics could see in her many points of resemblance to her famous graudam La Flidie China won easily by three lengths with a length between Cicerole and Valescure The fav ¬ orite Lemonade was placed fourth by the judge There were twentyone runners the largest number with one exception in 1813 when Jest won and twentytwo ran since the race was established in 1X14 1X14YOUNG YOUNG TRACERYS RACING WELL WELLA A recent feature was the stylish victory of Monarch in the First Spring TwoYearOld Stakes His merits had been the subject of general com meat and he was installed a warm favorite in a field of thirteen He is a chestnut colt with white pasterns behind Jumping off at the head of tht field Monarch won his race in fine style and it looks as though it may require u good colt to beat him He is by Tracery Teofani the dam of Itoyal Pncks and was bred by Itobert Sievier who reported to own an even more promising young ter in Lady Mabel a gray or brown yearling filly y Itoi Ilerode Teofani which is by Itlack Duck son of Galcpin Her dam by Marco is named igarette She won a 5000 handicap at Kempton Iark IarkAnother Another twoyearold winner by Tracery appeared DII TwoThousand day Now that Tracery has been sold to Argentina it looks as though his offspring ire going to make us regret his sale The Wil raham Plate was won by Mr Garlands filly by Tracery Ste Claire II sister to Itridge of Sighs the dam of Light Itrigade It was the winners first race and she was fully expected to go close She was bred at Sledmere Stud and sold last year nt Doncaster for 21500 No doubt she will be Ueard of uguiu Tetratema's Two Thousand Guineas: How the First of the Classics Was Run and Allenby's Bold Showing. TETRATEMAS TWO THOUSAND GUINEA GUINEAHow How the First of tbe Classics Was Run and Al lenbys Bold Showing The Two Thousand of this year was an extremelj interesting race and although Tetratema won il there was that in the manner of his accomplishment of the feat that cast doubt on his ability to win over the longer Kpsoni Derby distance next month I Something of this may be gleaned from Tin Special Commissioners readable description and comment in London Sportsman of the followiii day dayIt It is over now and Tetratema has won so that many people are entitled to say I told you so1 and I at any rate must admit having been mis ¬ taken so far but I dont think I should have been had the distance been a furlong farther In other words Allenby was getting uncommonly busv in the last hundred yards and Carslake must have been thankful when he got first past the post bv a half length Considering that Allenby had not run for a year his performance was a remarkable one and he looks like beating the winner next time timeOrpheus Orpheus ran well bnt could only finish fourth behind Paragon which was a model of perfect condition Lacrosse which also pleased all crtics finished fifth so that the fancied goods were thereabouts excepting Silvern which was seventh though to my mind he looked much better than at Newbnry It should be noted here that although the going was firm and good the race was a slow run one the time being 143 which would of course suit a colt of Tetratcmas speed and as it was his final run only just lasted until past the post the right place no doubt but Allenby was certainly going better at that point pointA A PADDOCK INSPECTION The paddock view before tlc race was inter ¬ esting and nothing was mor admired than the gieat goodlooking Archaic which may do real things later in the ear It is difficult to form any trustworthy opinion of a gray horses condi tcu but Telratema did not strike me as much improved since Newbnry though h s beautiful a i MH psnniot iirt SYifisfy Tinyjie Mount Jioval Mid Orpheus were as fit as inything in the field and the former of these is a really grand colt iiore attractive than his slaHe companion but there was no doubt about Orpheus being preferred Some of the runners were moderate such as The Giffer and the leggy Marshal Neil being out of place in a classic race but the gray Caligula which was not even colored on the cird is quite a good strf Daylight Patiol is a his chestnut colt which cantered down in rare style Polymagnus is not attractive and Swynbiuns forejoints leave much to desire Allenby is a true Itavardo but one of his hocks is a little faulty anil this no doubt is inherited from his lain Tagalie though In has not inherited her faint heart He seems to mo to have a firstrate chance of winning the DC i by At any rate on his running today he looks like beating Tttratema wherever they fin i li liTodays Todays result was due mainly to Carslake who adopted the Sloan tactics of waiting in ficnt and the other jockeys must have lacked knowledge of the pace just as Sloans opponents used to do in the early day It is a matter of certainty that a colt with siicii speed as Tetratema possesses must needs win if he can set his own pace and that too over any distance Todays IMC was not a truly run one and Carslake oiiite outwitted the opposition Tho time of the race i evidence to prove this statement which is there ¬ fore not merely a matter of my opinion or any one elses Silvern was one of the first beaten and that is really unaccountable The outstanding factor in this Two Thousand Guineas however is the running of Allenby whose trainer Linton deserves immeasurable credit for having done so well with him under most disadvantagcous condi ¬ tions The hock already referred to was injured more than a year ago and though the colt is now unite sound there is nothing in the stable to lead him Mr Uaphael would do wll to secure a suit ¬ able horse for this purpose forthwith forthwithALLENBY ALLENBY AND THE DERBY DERBYI I do not think there is much use in my writing about the other races of today though I anticipated llif winners of the first and last I may state however that a bet of 2010 to 00 was taken about Allenby for the Derby and that seems to me to be a good bet for the taker At the same time we must not forget Sarchedon whose home superi ¬ ority to Paragon is I believe great indeed and tiiiugh I know on sure authority that Sarchedon is still regarded by the stable as untrustworthy I cannot but think that he earned this reputation without really deserving it At any rate he looks frr more like a Derby winner than Tetratema though the latter has done the trick today and no amount of argument will get over that The logic of the stricken field is always
