other governing bodies of racing in a careful scrutiny of all the applicants for licenses to race or train That is evidenced by the number of applications that were denied deniedThis This action was taken after a long session and in addition to those who were denied licences there were many other applications that were held up pending a further investi ¬ gation The license committee makes its re ¬ port to the parent body which issues the licenses but it cannot be called to mind when there was any reversal of the findings of a license committee so that to have an appli ¬ cation denied by the
