excite more interest among them in the work of his department To this end he had determined to rganize in etch county a farmers club compos ed of the best farmers Through these clubs the Commissioner hopes in closer touch with theagriculturists All of the seed distributed over the State will be sent out through these clubsThe Commissioner has issued a cir cular letter to the farmers of the State setting forth his plans and what he hopes to accompiish by the organi zation of the clubs The plan for or ganization follows- A club may be organized in each county its headquarters and postof fice address to be at the county seat preferably but may be at any other point if greater interest is manifested Auxiliary clubs may be organized in different parts of the county with membership in the central clubunder such rules and regulations as may be adopted provided however that in counties where granges clubs or similar organizations with number of members already exist these may become the central organization as above A county club shall have not less than twenty members who shall pay on becoming a member and annually thereafter each a fee of not less than fifty cents all fees to belong to the clubA farmer owner renter or laborer on farm or timber lands or mineral rights or any owner or employe of a factory or mine may become a mem ber of these clubs The olllcers of a club shall be Pres ident First Vice President Second Vice President Treasurer and Secre tary the duties of each being such as usually pertain to such officers in like organizations The officers named above to be an Executive Committee which shall have control of all the business arrangements of the cluband making programme etc in connec tion with the State Bureau of Agri culture etc for Farmers Institutes or other meetings of a kindred nature The Executive Committee shall also be charged with the duty of the prop er distrioution of any seeds furnished by the State bureau or the national through it for experimental purposesThese clubs shall be governed in their proceedings by such rules as pre vail in bodies of this kind or such as may be adopted in harmony with the rules governing the General Assembly of Kentucky Monthly meetings shall be held each club fixing its own date Intermediate meetings may be held upon the call of the President After the organization of a club it shall
