people of Garrard County The Stale Inspector In his report to tho Governor calls attention to the fact that I was appointed committee for two Idiots These appointments were mado by tho Circuit Judge and not made In my court and It Is the opinion of several learned attorneys whom 1 have consulted that section 1070 Kentucky Statutes refers to ap polntmcnts mado In tho County hurt over which tho County Judge presides and not t those mado by the Circuit Court where the Circuit Judge J Hut be that as It may the mlstike I It was one was an Innocent one which I dare say many officials have likewise committed These commit tceshlps were In no way connected with my official conduct as County fr Judge As to the Ann King matter I and completely answered these same charges over a year ago which were S hatched up just prior to my last nom inatlon fur County Judge Notwltb standing same I was nominated i opposition B Just prior to my last election the v John Jones matter was brought up I B as committee for Jones purely g as a matter of accomodatlon The over payment of tile 30 occurred In J this way About January rod 1008 James A4 Jones an honest and i cl Izen of this county came J as committee to collect the money 1 which 1 had collected from the State ft for Pete Warner who had charge of the Idiot I had already collected the 75 from the State when J A Jones Informed mo that the Idiot was dead 1 thou calculated tho amount due Warner up tj the date of the death of the Idiot and the amount that should be returned to tne State and then In the presence of Jones filled out the two checks one to warnerfor and one Auditor fur 30 and I gave both checks 1 n sealed envelopes stamped to Jones and requested him to road them which he did and I never heard anything more of the mat tar until the Inspector brought up the matter and when he told me the check had nol been received Iprompt fy paid him r refer to J Lancaster Ky to prove the above As to the two lost books they con clued old records of the trial of Grim Inal cases long since disposed of and of no Importance to any one There has never been a Common wealth execution book in the office slnco 1 have been Judge and Mr Floyd li mistaken when he says that ho saw the replevin bond book It lids been out for more than one year There Is no safe place to keep tho records of my office and as for that matter the records for any of the offices Twice I have had the matter before the Fhcal Court and twice they have submitted a vote to tho people to issue bonds so that the court house may be prepared to the public records However the people have voted It down a two third majority being required As to the money be collected from me It was on old Insolvent judgments and tax on suit uncollected about 5 eleven dollars I was Informed that I was not compelled to pay on these 5j judgments but I did so to avoid litigation The County can fully explain my conduct In S this matter and he will say that I am guilty of no wrong as tar as these judgments are concerned I had not 5j collected ono cent of this money that the Inspector required mo to pay on I desire to say that I am grateful t thrf people of this coun ty for their support and confidence In v electing me by over 200 majority the slanders that have 5 been used against uio and I desire to assure the people that I shall faith j fully discharge the duties of mv office avoiding all the mhtakes I can and accounting for every cent I collect as 1 have dune before and more too It seems that the only charge that can bo brought against me Is that I have been
