receipt of your letter of November 10 andof one from Mr under unto of November 11 in reference to this ap Kinlment of Dr Cruin as collector of the port of Charleston In your letter you make certain specific charges ugaiiwt Dr Cm in tending to show his nn fill ran in several respects for tho otlico sought These charges are entitled to the utmost conmdera lion from me and I shall go ovor them carefully before taking any action After makiugthesechargea you add as a further reason for opposition to him that ho is a colored man and after wiling tho misdeeds that fol lowed carpetbag rule anti negro dom illation in South Carolina you say thatIIWO have sworn never again to submit to tho rule of tho African and such an appointment as that of Dr Crtitn to any such elhco forces us to protest unanimously against tha in suit to tho white blood and you add that you understand me to say that I would never lorco a nogio on such a community as yours Concerned and Pained by Objection Mr puts till objection of color first saying First ho is n col ored man and that of itself ought to bar him from tho ollice In view of these last statements I think I ought to mako clear to you why I am concerned and pained by your making them anti what III at titude is as regards nil such appointI ments How anyone could have gained tho idea that I had said I would not appoint reputable and up right colored men to office when ob jection was mado solely to them on account of their color I confess I am wholly unable to understand At tho time of my visit to Charleston last spring I had made and since that tine have matte a number of such appointments from several States in which there is a considera ble colored population For example I made one such appointment in Mis sissippi and another in Alabama shortly before my visit to Charleston I hindat that time appointed two col oral non as judicial magistrates in the District of Columbia I have re cently announced another such ap pointment for New Orleans and have just made one from Pennsylvania White Appointees In Majority The great majority of my appoint money in every State havo boon of white mono North and south alike it has boon my sedulous endeavor to appoint only men of high character and good capacity whether white or black but it has been my consistent policy in ovary State where their num bers warranted to recognize colored men of good repute and standing in making appointments to ollice Those appointments of colored men havo in uo State made more than a small pro portion of the total number of ap pointments I am unable to see how I can legiti mately be asked to mako an excep tion for South Carolina In South Carolina to the four most important positions in the State I have ap pointed three moo and continued in ollico n fourth all of them whito men three of them originally gold Dem ocrats two of them as I am Informed tho suns of confederate soldiers I havo been Informed by tho citizens of Charleston whom I have mot that H thess four men represent a high grade of public service Will Not Shut the Door of Hope- I do not intend to appoint any un fit man to ollice So far as legiti mately can I shall always endeavor to pay regard to the wishes and feel ings of the people of each locality but I cannot consent to take tho peal tion that the door of hope the door of opportunity is to be shut upon any man no matter how worthy pure ly upon the grounds of race or color Such an attitude would according to my convictions bo fundamentally wrong If as you hold the groat bulk of the colored people are not yet lit iuI point of character anti influence to hold such positions it seems to me that it is worth while putting a pre mium upon tho effort among them to achieve the character and standing which will lit them Tho question of negro domination does not enter into the matter at all It might as well be asserted that when I was governor of New York I sought to bring about negro domina tion in that State because I appoint od two colored men of good character and standing to responsible positious one of them to a position paying a salary twice as large as that paid in the ollice now under consideration one of them as director of the Buf falo exposition The Question In a Nutshell The question raised by you and Mr in the statements to which I ro for is siirply whether it is to lo declared that under no circumstances shall any man of color no matter how upright and honest no matter how good a citizen no matter how fair in his dealings with all his tel lows be permitted to hold any ollice under our government certainly cannot assume such an attitude and you must permit me to say that in my view it is an attitude no man should assume whether he looks at it from the standpoint of tho true interest of the white man of the South or of Iho colored man of the South not to speak of any other section of tho Union It seems to mo that it is a good thing from every standpoint to let the colored man know that if ho shows in marked degree the qualities of good citizenship tho qualities which in a white man wo feel are entitled to reward then he will not be cut off from all hope of similar reward
