road question is one of the most serious of any in Powell county today That we must have better roads in this coun try however is not a matter of great conjecture it is a conced ed fact that we must or the coun ty will soon begin to go back ward All the timber is about gone and the farm is now the greatest resource of profit and livlihood for the people of the county and everybody knows that farming in an isolated dis trict is a very unprofitable busi ness Four miles from town over suchroads as we have in this county in the winter isolates any community so to overcome this we must have better roads That Powell county can have better roads every one knows to be a fact but the way to proceed to get these roads but few knows howThe law provides that Fiscal Courts of the various counties may levy a tax for road and bridge purposes of not to exceed 25 cts per year on each 100 worth of property A road and bridge tax of not to exceed 1 may be levied on each male citizen be tween 18 and 50 years of age The Fiscal Court may allow any tax payer to work out his road and bridge tax Allmale citizens over 18 and under 50 years of age unless by law exempt may be required to work on the public roads not more than six days each year or furnish ablebodied substitutes and in cases of unusual emergen cy maybe required to work a greater number of days Upon the consent of twothirds of the voters any county may issue bonds for road purposes of not to exceed two per cent of the value of the taxable property therein Counties issuing bonds are required to provide for the collec tion of an annual tax sufficient to pay the interest on them and to create sinking fund for the pay ment of the principal not over fprty7enr8 from the time the bonds are issued With the above provisions the way for better roads in this coun ty seems clear Our taxable property is increasing in value every year and all we need to make it increase more is better roads The roads of the county right now need a great deal more attention than they are likely to get all summer and we hope to see the overseers of the various roads give them the best possible working at once that we may get the full benefit at the time when we can use them the most Our present Fiscal court is a lort to the best interestsof the county and we believe that it will provide a way to keep our roads in bettor condition in the
