department has is sued a new ruling regarding the entrance of papers at the second class rate The law explains it self as follows A reasonable time will be allowed publishers to secure renew als of subscriptions but unless subscriptions are expressly re newed after the term for which they are paid within the follow ing periods Dailies within three months j 3 Triweoklies within six months j Semiweeklies within nine monthsWeeklies within one year Semimonthlies within three monthsMonthlies within four months j Bimonthlies within six monthsQuarterlies within six months they shall not he counted in the legitimate list of subscribers and copies mailed on account thereof shall not be accepted for mailing at the secondclass postage rate of one cent a pound but may be mail ed at the transient secondclass postage rate of one cent for each four ounces or fraction thereof prepared by stamps affixed The right ofa publisher toextend cred it for subscriptions to his publi cation is not denied or question ed but his compliance or not compliance with this regulation will be taken into consideration in determining whether the pub lication is entitedto transmission at the secondclass postage ratesThe above means when appli ed to the Olay City Times that when we mail a single copy of the paper to persons who owe for more than one year it will cost us 1 cent the copy or 52 cents ti
