council With a decrease revenue which was brought a bout by no saloons for two years the town built the highwa bridge at Waltersville had finish ed paying for it when the new council took control and left ovei 000 in the treasury and al claims paid They kept up tlu streets in about the same condi tion as all of their predecessor and furnished the city with elec tric lights every night Anothei important saving they never in curred a single lawsuit for the city during the four years serv ice but fought those against the city when the new council came in control In nil the old council has an at Des Moines says the Lender of thut city on charges of using the United States Mail to defraud All indictment containing three counts was returned against the linn by the Federal grand jury Tho penalty upon conviction will be 4500 on each count The indictment is based on three cases in which it is alleged that the company misrepresented articles for sale in its catalogues which is sent out through the mails Besides the catalogues it is claimed that the concern uses letters circulars pamphlets or der blanks anti letter heads to defraud its customers The first charges that on June lyth the company deviseda scheme to obtain money by false pretense from Dr 0 FSpring Utica building Des Moines On that date a letter was mailed to him in which the following statements were made Allour not con tain either sapphires or pearls and was materially inferior in quality to the one described in the catalogue On May tth Mr Miles ordered another ring advertised to con contain twelve pearls
