and take notice Both house and senate have given un mistakableevidence of an inten tion to make itexceedingly warm for President Roosevelt during the remaining days of his admin istrationThe between the exe cutive and legislative branches of the government had become open war The insult hurled at congress by the president in his annual message is not going to be passed by unnoticed as was made evident by the p practically t r r unanimous adoption by the house of the resolution callingon the president to furnish evidence for his statement that the chief ar gument in favor of the provision was that congressmen themselves did not wish to be investigated by secret service men also for proof of official corruption on the part of any member of congress and whether he has reported or ordered any proceedings for the punishment of such individuals by the courts While the senate confltes itself to demanding an investigation as to whether the legislation referred to in the mes sage has injured the efficacy of the secret service the members of that body have not been at all chary in expressing their indig nation over the insulting innuen do of the passage and have tacitly agreed to avenge themselves by ignoring all of the presidents recommendations It is plaiiily up to President Roosevelt The house resolution has placed him in a somewhat critical position He must make good his charges or stand con demned by his own mouth And whatever the outcome it is plain to be seen that there will be plenty of life and ginger in the congressional proceedings after the holiday vacation
