Legislature which will likely pass before this paper reaches its renders I lIn order to put the will of the majority of the voters of Kentucky inforce and secure for our State the same system of road laws as are in effect in nearly all of the ptogrissive States of our union there have been introduc ed three measures in thje State Senate and they have also been introducehm the louse known as Senate billaNos 40 50 and 61 Somite bill No 40 is a eons plete revisionof the present road laws of Kentucky and ipsfead i tf the present county rb overI veer or road superintendent the Magistrates elect a county iroad who must be a qualifi ed road builder or engineer and while at present there are not yoryinany of this class in Ken tucky yet in order that he mny qualify 1iinl elf ho is required tinder the provisions of this bill to hold county toad institutes in eaph toad precinct in his county dutiiig each year This will not i only make the county road engineer qualify himself but will also Create a sentimentin the i vafiouYcbuiitie of otiState for riuWlxctrbA u tlj + Y i taI wuhfthospreseht force known as the warning or militia system of working the roads The county road engineer looks 7aftal the roads in the county I clearing them of obstructions weeds and everything generally pertaining to the roads of time county and when a county determines by its Fiscal Court up on building roads or by a two thirds vote of the county to issue its bonds ta pay for the roads and the county road engineer maps plans and surveys out draws the specifications and ad vertises for the bids and after so siring time bids for the buiidjllg of the triads he has performed his part and sends the plans specifications and bids to the State Commissioner of Public Roads who has charge of the State depatment of public roads which is created by the provisions of Senate hill No 50 which bill prescribes his duties creat ing the office of State Road Com missioner it being under the au spices of the Commissioner of Agriculture the State Road Commissioner being appointed by the Commissioner of Agriculture at a salary of 2400 is permitted to appoint such engineers and clerical help as thebusiness of his office requirestSenate Bill No 51 is for the purpose of creating the State road fund by levying a Stute tax of 5 cents on time 100 on all the taxable proporty of the StatS This State road fund is to be apportioned among the counties of time State in poprotion to the amount the counties levy und raise in any one year and put in to repair and improvement of their public roads It might be possible that there will not he a sufficient amount in the State road fund to pay as much as would satisfy thVdemanflswhich- inay be made byjhe couptjes AIjI t1iiitt1l thtittlie State will pay onetlfird and the county twothirds the cost of constructing or recon structing improved highways and if any county wishes togo tho limit as allowed by the constitutional amendment and at once vote a 5 per cent bonded indebtedness for the purpose of I building public roads this bill permits them to do so and this county can draw its proportionate part of the amount in the Statad fund fromyear to
