seems to be a gen eral misconception of the effect and also of the operation of the act The general opinion seems to be that the trial Judge determines the sentence and must im pose what he believes to be a fair and just penalty Such IB not the case The law fixes the sentence and the Judge merely sentences the convicted man to the number of years provided in the statutes fixing the term at not less than the minimum provide ed in the statute and not more than the maximum For instance if a man is con victed of voluntary manslaughter the Judge does not fix the number of years he shall serve in the penitentiary He has no option but to fix the sentence in that way and the question of how long the convict shallserve rests with the Prison Commis sion He may be released at at the end of two State the most stringent laws against inhuman and cruel treatment for them that cannot speak This valuable little paper should be read by the young everywhere and is furnished by many city school boards free to each pupil This was the case in Washington city until when Roosevelt was president this after close lIt having watchedRoosevelts career in the Cuban war and his lug hunts out west declared him 21 cruel man and once made the statement that if the President had done in Massachusetts what lid had done elsewhere he could be arrested and tried for a most serious offence the penalty for which would be startling This assertion caused the little paper 1to be taken from the Washington city schools though its statements could not be denied Roosevelt big hunts in Africa further demo
