Lockwood U S Officer in charge Kentucky River Cincinnati My 0 Dear Sir I wish to write you concerning the bridges on the Ken- ¬ tucky River that are now and have been a source of annoyanco to the river men who have been or are now engaged in navigating chat stream with their boats I will give you an account of my experience as navigator on the Ken- ¬ tucky river and will show you how the bridges not only obstruct the free navigation of that stream but how thoy cause detention and loss to those who are engaged in running c boats on the Kentuaky river In 1883 1 put the Fannie Freese in the Kentucky river trade In that¬ year I was compelled to lry up on account of bridges thirty three days and a great many times during that time wo had a full crew of men and a heavy cargo of freight I have laid with my boat for two weeks at one bridgo and very often had to remove the freight from the boat and haul it by wagons to railroad and reship it by rail as my shippers would get tired of waiting and compel me to deliver their goods and I was com- ¬ pelled to do so at a groat loss and sacrifice to myself and loss to the shippers as well All this occurred in 1883 during the whole seasons of tho year or as long as there is water for boats to run ana ireignc to move tnose odi structons should be required to go and go at onco With the bridges removed that is raised to a sufficient height so as not to interfere with navigation boats of greater power and tonnage could and doubtless would be run in this river at all times At this writing I am re ¬ liably informed that there is now nearly 1000 hogsheads of tobacco ly-¬ ing along the river at different land ¬ ings awaiting transportation and aro delayed shipment on account of the boats being detainod by the bridges Some of tins tobacco is now nearly rotten as it was pressed in high case expecting they would be enabled to reach the market without delay Tho river raisod and the boats were de- ¬ tained by tho bridges and the ship- ¬ ment of the tobacco has been delayed on account of the bridges obstruct- ¬ ing navigation on this river Were delay loss and expense could all be saved But such is not tho case
