herewith report of Vital Sta tistics of Havana for the month of rntelofyonrsrl1edeaths which gives a rate of 2568 per thousand for the year This is considerable loss than any Soptem theIThis of course considerably affects our mortality rate but the great Septemberpassed through a severo famine for two years and it Is well known that famine and pestilence kill off the old very young and invalids generally and that for a short time after such calamities tho death rate Is considerably reduced The greatlyitaken Into consideration Tho deaths for September 1899 of chll dren under one year of age were 91 for this September they were 124I This a large increase in the yenrduepreceding three years the birth rate to a very low point and most of the children born had died through pestilence and fam Inc Taking in the Items of Yellow Fever and deaths under one year theIby 67 which is tho true rate as yenrsTuberculosiH crease the rate last year being 892 bO1InJtFever This compared with the number of deaths for the same yenrsisyears which have a smaller num are 1890 98 und 99 Consider ing the much larger nonimmuno population at present in Havana than was in Havana during the years mentioned this makes a pretty good The average for September during the past ten years Is very much givothisin September 64 were Americans and 186 were Spaniards The number of deaths among Americans was 5 among the Spaniards 87 giving percentage of deaths 781 per cent Americans and 1989 per cent Spaniards verylargeof nonimmune material but the steps taken by the Military Gov ernment for establishing a Bureau of Immigration and to put an im healthylocnlitygreatly obviate this The idea be ing to collect all the immigrants and take them right from the ship ping to this settlement without coming near the of Havana and then distribute them to their various destinations around the Island This would have more im mediate effect than any other meas ure I think that can be taken at present The amount of cleaning and sani tary work as by the has been very largelrIncrensod I call attention vory number of premises cesspools etc examined as compared with any former month Also the large number cleaned and disinfected We have now employed a total of fiftytwo inspectorsconstnntly in specting condition of houses and two hundred and forty other employes constantly in various ways in attending to the
