States Commissioners District of Kentucky Sirs Recently many inquiries have reached me from United States Commissioners ns to the laws f of the United States that apply to elections when no Congressman is elected and to elections when a Congressman is elected that I have thought it best to respond all o such inquiries by means of this circular letter First Under section 5507 Revised Statutes of the United States it is made unlawful for any person to prevent hinder or control a negro from exercising the right of suffrage by means of bribery or intimidation This section applle yto all elections Stato or Congres sionnlSpcomlUncter section 5440 it is 9mnde unlawful for tWo or more per to conspire to commit an offense against the Bows of the United States therefore if two or more persons conspire to preventI hinder or control exercising the right of suffrage by means of bribery or and one or more of intimidationI do any act to effect the conspiracy all the parties to the conspiracy become liable to the penalties denounce by that section Third Under section Go03 of said statutes if two or more persons con spire to injure oppress threaten or Intimidate any citizen black in the free exercise or enjoyI ment of any right or privilege se cured to them by the Constitution or laws of the United States they become liable to the very heavy t penalties denounced by that section Section 2004 of said statutes was enacted to enforce the fifteenth amendment to the Constitution and grants to all citizens white or black the right not to be dlscrlml- t nated against on Tursday morning when the announcement was nuido that Mrs Annie Milam Keenon wife df Mr Uberto Keenon was dead She hail been suffering with a carbuncle for some time but was thought to be on tho mend only a short time before the end Mrs Keenon was a universal fIonto with all who knew her She was the only daughter of Capt B C Milam and was born and raised In this city She was just past fifty years of age and was a very halo and hearty woman When quite a girl she was married to Mr Keenon and their union which had been a very happy one was blessed with a fine family of children one son Ben and four daughters airs Thos M Stagg Mrs Frank G Stagg Miss Pattie and Miss Agnes survive her while they have lost several children She was one of the cheeriest and brightest women we ever knewfull of fun
