politically and com r iJ jrcinly In this age of advance i ment marked as it is on every i side by broad and liberal views f there is no place for those whose lending characteristic is content ment with old ideas and meas- uresJJI or prejudice againstall that 1lS new and up to date Ken a tuckians made rapid strides in in tellect culture and wealth from the days of Daniel Boone and Simon Kenton down to the days of Henry Clay and John C Breck During that period the welfare of the State and the count try at large was the chief aim of all legislation Slate and national The advancement of the indi victual was a matter of secondaro importanceSince close of the civil war the welfare of the State with the numerous rights pertaining there to has been ignored and the ag grandizement of the nation first and of n select few afterwards seems to be the aim of our statesmen Kentucky fought gallantly in the field of politics to maintain the doctrine of States rights andM her Supreme Court aided judicially but the Federal Courts gradually encroached upon the rights of all States until the old doctrine is but the shadow of itself The State is to be com mended for clinging to its rights old as the doctrine was but it clings to many other cue toms traditions and prejudices that should have been discarded long ago provided she desired to keep pace with her sister States in the line of progress and A abreast of the times Bowie knives and brandy revolvers and race horses are no longer neces sary elements to the development of the State socially or finan cially Their possession no longer commends the respect or admira tion of any one Their use no longer indicates bravery or man hoodPhysical courage is an attribute common to the citizens of all States Kentucky no longer has a monopoly of that commodity One Kentuckian can no longer whip three Yankees but one Yankee in a business transaction can make it very interesting for three Kentuckians Times and conditions have changed and the old Common wealth must change with them Politicians and statesmen who expect to become famous by de nouncing corporate wealth and damning the views of the opposite party must be relegated to the rear The resources of the State must be developed her hidden wealth must have an outlet i Capital must be encouraged to locate here The wealth that is already here must be induced to remain Corporations must be treated as fairly and equitably as individuals Their usefulness must not be crippled by double taxation or excessive charges of any kind They should not be subject to the control of inquisitors any more than an individual In fact all such legislation is prompted by shortsighted politicians who are as the friends of the com r7mon people or are trying to make soft places for some political fol lowers and the result too often ukiUs the goose that lays the golden egg All great movements in the commercial world have been accomplished by combined wealth corporatiODSments themselves being the great est of all corporations The most prosperous countries and States are those whose legislation is the most favorable toward combinations of capital History vas us an account of tho GoldonI Age acid of tho Iron Ago I M The age in which we now live may well be termed the Corporation Age and it will go down in his tory as the greatest ofall ages renowned for the advancement of Christianity the development of morality and intellectuality the growth of literature science and art the era of commerce and in vention and to corporate wealth will all of these grand achieve ments be accredited The State that fails to recognize the age that confronts it will be a laggard in the onward march of nations and her citizens will be left in poverty by the wayside It is a popular though senseless 0011porntions hirelingilhelaws to drive them out State or to confiscate their propI erty by exorbitant deemed a statesman and the local politicans and many of the coun immedatelyboom Senator Such statesmen have effectually stopped all corporate wealth from coming into the State and have well nigh throt tied all that was so uunfortunate as to be located there already The Louisville Nashville Rail atilegislation so as to cripple the usefulness of that and every railway in the State so that rail way corporations are afraid to lengthen their lines or build new roads and corporate capital out of the State dares not come into it Quite recently a foreign cor poration leased a Kentucky rail payingleased road at a valuation twice what it would cost to built it and afrnnchise tax of nearly as much more estimated upon its earning capacity yet the State is now trying to collect 600000 for back taxes based on the value of the lease corporationshavej legisllltefuirlyjustly If the mineral wealth of Kentucky is to be developed cor porate wealth must be invited into the State There is not a resident of the State who has enough to be considered a good liver in New York or Chicago and yet if the corporations in the State had been treated decently there would have been a rush of corporate wealth to Southwestern Kentucky to develop the coal iron and oil interests sufficient to have added duplicateCllpitlll ant railways in that section has been ready for live years and has legislationage of laws still more stringent octopusisstatesman or run the gauntlet of his antitrust laws It would be very fortunate for the State if that corporation should under take to develop the oil fields but if it did some crossroad poli tician would certainly seek to en join or restrain it The people are becoming restless however and there is still hope that the old Commonwealth may be aroused from its lethargy that some brainy business men may forge to the front and lift the State from longIroad to prosperity alongside of its sister States Individuals and corporations capnoitytoand quickly wood out all persons not thoroughly fitted for the posi tion given them In State and Federal affairs inch are selected because of party service without regard to their qualifications for special ability for the trusts imposed upon thorn Mon are 1l 1 called upon to pass laws to regu late business interests who have no idea or experience in commer cial affairs nor of the practical effect of the laws they are called upon to pass Many are in fluenced solely by what they can make themselves or by the effect the laws will have upon their constituencyThis if hon est and capable men are selected to make as well as execute the laws Senator Han tins wonderful influence is due to the fact that he wnsnn energetic practical and successful business man before he politicsworth a dozen of the best of our professional politicians because ho has had experience greatest of our business knows the practical interestsI laws we have the new legislation and the probable effect of such laws when passed countryto domiInnnthim because of his wealth and corporate influence but until A LEWIS Editor and Pub FRANKFORT MAY 18 1901 RECEPTION TO RETURNING SOLDIERS On Sunday moriing Gapt Noel nines and n number of the men thd y vice in the Philippines reached home over the 1018 C 0 train There was a tremendous crowd of citizens present headed by Mayor Dehoney and Capt Fred L Gordon company of State Guard After the train had departed it was suggested that the formal re ception be held in the State House yard and the crowd went to that placeMayor Dehoney made a short speech of welcome and congratulation Capt Gaines responded in fit ting terms expressing his grat ification at the manner in which She and his men had been received 3EIe spoke in the highest terms of the bravery and efficiency of his men and when alluding to the sad fact that some of them had lain down their lives for their country his emotion overcame him and he could not proceed for a moment or two At the conclusion of Capt Gaines talk Mr T Hiter Crockett made a beautiful little talk of Some ten minutes
