The Breath of the North is the title of Norman Duncans latest story In tho November McClurep of tho mon who go down to the sea in ships to wrest from it a meager subsistence in struggle with the malevolence of the elements Mr Duncan says that ho himself hates and dreads the son and that to these Newfoundland fisher folk it tisa terrible monster a cruel and dread foe They who maintain the sovereignty of the race on the edge of tho uninhabitable live by grace of henry courage The fisherman of this story brings his boat in the faco of death through wind and wave to the homo lights The closing lines of the story have a flavor of Whitmans poetry Those too tho things that mock you wind of the north The noel on the sheep hack at the time of shearing the cunning hands of time women the swift tireless hands of tho old women at tho loom And O wind of tho north tho rosy cheeks of children mock you thro1 all the lands of time north Though you swoep front tho very waste of loath from tho certainly think the widower is matrimonially inclinedAs were going to your city a few days ago our horse became dreadfully frightened at a lot of old mill machinery and we learned that it is Intended to mbuid the old sawmill again which is much to bo regretted for the reason that it is next to impossible to get a horse by it when it is in and is considered by ladies as a very dangerous especiallyI It seems to us that a place might he selected As there is no chance of getting around we consider it a disadvantage to the city so I guess we will have to hitch our horses a half mile from the city Kentucky the proposed amendment to tho Constitution addressed a public meeting in Owonsboro on last Mon day They were intelligent gontle men and successful business men of Louisville and made tho very strongest arguments that could bo advanced for the It is proposed anwnclmontI1SI of tho Con power to the General Assembly by general law to authorize cities or towns of au class to provide for taxation for municipal purposes on personal property tangible and in tangible haRed on income licenses or franchise in lieu of an ad val orem tax thereon In plain words it is a covert at tempt to change the whole system of taxation in Kentucky to fancy of tho Commercial Club of Louisville and a few other gentlemen in tho State who have no sympathy with the great mass of the people and are never so happy as when devising schemes to benefit thin few at tho expense of the many The constitutional mode of taxation in Kentucky is absolutely per feet The genius of the ages has not devised a fairer or more equitable rule It hIs received the sanction of tho people of this State by a majority of neary loOOOO votes as well as the approval of the Su preme Court of the United States and of the Court of Appeals of our State What is this mode That all properties shall be taxed alikeAssessed at its fair cash value andAll corporate property shall pay the same rate of taxation as paid by an individual- Mr Wm A Robinson who head ed this visiting committee frankly admitted that this principle of tax ation was as near perfect an the in genuity of man could devise and was all right for the State and counties but strangely contended that It retarded the development manufacturing growth in the city of Louisville and hence this equitable principle should be stricken from our organic law so far as- munioipal governments are con cernedThe voters should bear in mind that manufacturing enterprises re ceived the fostering care of this Constitution to prevent this seeming objection by placing it in the power of every municipality to free new enterprises of this kind from all taxation for the period of five yearsThe intelligent people of this Commonwealth know that this is not the real object of the promoters of this change in the Constitution The ultimate purpose is to do away with this entire system of taxation and reenact the old laws in our State so that the tangible property shall bear all the burdens whilst the corporate and intangible prop erty will escape proportional and just taxation that Louisville maybe exempt from taxation as she has done between eighteen and twenty millions of dollars of her city property and impose that and other additional burdens upon tho tax bearer in other sections of the StateLet this amendment be incor porated for Louisville and every other city and town will be forced to take advantage of the General law to protect themselves from that city It will lodge all this taxing power in the hands of irresponsible if not corrupt aldermen and coun clliven when home rule will be a farce and combined corporation agreed will assume complete master of the entire State and all her municipalities The new Constitution has been in operation but a few years it should not be amended in haste Tho courts have decided very questionable point in favor of tho people Under it the State has prospered unprocodentedly Near 200U corporations have organized within the last few years with capital ex ceeding 110000000 paying to tho State a tax of more than 100000 By giving a quietus by voting this amendment down in November taxes can speedily be lowered and the burdens of government will then lIke the dews of heaven rest gently upon us al- I would call upon the groat com mon people of Kentuckytile merchant the fnrmor tho
