law the Board of Education elected Mr Hiram B Williams Truant Officer His duo ties and the full provisions of the new law passed by the last Legislature are as follows Section iThat every parent guar dian of cities of the first second third or fourth class within this Commonwealth having the control of any child or children be tween the ages of seven and fourteen years shall be required to send such child or children annu ally to some public or private school for children for the full term of such school and that if the attendance be upon a private school it shall be one five months Provided however That menIfk sition to be tested and certified in the same manner and at the same time as in the case of county graduates of- the common school JulyMin each city of the first second third I and fourth classes shall appoint one person for each three thousand pupils or fraction thereof to serve as truant officer whoso term of office shall be appointIt neat Is made Such person so up pointed shall be of good moral charac ter and with ability to read and write 1Truant officers shall be paid from the tax levy of such city at the of not less than nor more than 11rate for each school day 3Truant officers shall ext amine into any case of truancy within the city and shall warn the parent guardian or others In charge consequencestfourteen years is not attending school without lawful excuse and in viola tion of the provisions of this act the proper truant ofIlcer shall notify the parents guardian or other person in charge of the fact and require such person to cause the child to attend some recognized school within five days from the date of notice and It shall be the duty of such person so to cause its attendance at some recog jiized school Upon failure to do so the truant officer shall snake complaint before a justice of the peace of the county in which such child lives against the parent guardian or other person having such child in charge and upon conviction the parent guardian or other person in charge shall forfeit to the use of the city school In which such child resides a sum not less than 5 nor more than 20 for the first offense nor less than 10 nor more than 50 for second and every subsequent offense and costs of suit Section tThe truant officer shall l nlteep a record of his transactions for inspection of the school boards of such cities and suitable blanks shall be provided for his use by the State SuperintendentSection person having control of a child who with intent to evade the provisions of this act shall make It willfully false statement concerning the age of such child or the time such child has attended school iI shall forfeit for each offense a sum J less than 5 nor more than 20 jfor the use of the public schools for such having arrived at the age of 62 years was placed upon the retired list of the U S Navy on Wednesday last Admiral Watson was born and raised in this city and Is the son of the late Dr Edmund H Watson After the usual introductory ser vices the letters from the several churches were read by Clerks E II Jones and Crawford Lee From them we gather there has been 112 members received into the various night Rev Dr J J Taylor Presi lent of Georgetown College wade a beautiful rousing and attractive ad dress upon the marvelous advantages accruing in the battles of life to young men and women who are thoroughly traind by college life It was at times eloquent and thrilling and at i others witty and amusing It showed that Dr Taylor was an orator of the firstclass Following this came an original and stirring address from Rev Dr Geo W J Young of Georgetown Field Secretary of the AntiSaloon League of America It showed the wonderful advance that S Is being made in the battle against the horrors of the saloon and urged his hearers to an undying warfare against this evil On Thursday the Association con vened at 10 oclock and proceeded with the consideration of the regular reports of committees Among many matters considered was the proposition to acquire a permanent central location for the annual meetings of the body The report of the committee appoint ed last year favoring th raising of 3300 with which to purchase a big tent and to hold the Association at Cove Spring Park was adopted and some 230 was at once subscribed for that purpose Taken all together this meeting while not so
