Decent Citizen 1 f The committee selected by the cltl- zens who met at Lexington March 22 jln the interest of better government in jlentucky and started a movement looking toward that end completed its labors a Sew days ago and presents to the citizens of the State of whatever political faith the following address which explains itself I Tug ADDRESS Inasmuch as this State is now pass- Ing through a crisis whichat its pres ent stage almost verges upon revolu thin and which bids fair if not check Sjto destroy our rights as citizens and subvert our civil institutions it becomes us as free citizens lawnhidi lngliberty lovlng citizens of the Commonwealth to consider the causes which have produced this alarming condition and to devise proper and effective means for their removal and for the restoration of peace order happiness and security in our borders We affirm that the originalource- of the present distracted and distressful condition of affairs is to be found in a partisan election law passed by the General Assembly in the session of 1894 This law made it possible for one party to control the election machinery in every precinct and every county in the State as well as in the State as a whole In consequence of tula partisan control of elections great frauds and outrages on a free and fair ballot were perpetrated in nearly all sections of the State but In the lace of all this good citizens of all parties united to defeat this partisan measure and by the certification of its ardent I friends and supporters secured aver diet oi condemnation from the people in the election of November 7 1899 The friends of civil liberty through out the State and the whole country rejoiced at this signal triumph of the people the officers elected in spite of its unfairness entered upon the per formance of their duties and the ex citement of the campaign being over the a Baits of the State government be gan to flow in their accustomed channels and there was every prospect for a peaceful prosperous and successful Administration as well as for the speedy repeal of the iniquitous law that had alarmed every true Democrat and honest Republican in the State This pleasing prospect was wholly destroyed and the State again thrown into feverish excitement and almost into the throes ofa revolutionary struggle by the unexpected unwar ranted unjustifiable procedure of the managers of the party defeated at the polls in attempting overthrow and render void the decision oi the people by means of a socalled contest before partisan tribunals prescribed before hand by the same law which placed the election itself in partisan hands This socalled contest was decided up on in the caucus of party leaders in which those who were by this law to be the jurors in the contest were present and advised the contest to be made In the case of the Governor and Lieutenant Governor members of the Legislature before whom the contest was to come urged a contest upon the with the assurance given beforehand that the result could not be in doubt as they themselves were the judges and their minds were al ready made up The same assurance was also given to the minor candidates by the partisan board before whom their cases had to come All parties on the defeated side be- Ing thus assured of success In advance the contest for Governor was entered upon and at its very beginning by a trick of fraud or strategera which was exposed at the time the committee which was to hear the evidence and report on the merits of the case was made to consist of ten men who were staunch supporters of Senator Goebel and of one man adhering to another party In hearing the evidence and conducting the contest methods of procedure were adopted which were unprecedented unknown and unheard of in judiciary or parliamentary prao tire Arbitrary urjust and urjustl liable rulings were made Competent I testimony on one side was excluded I and Incompetent testimony on the other was admitted The members oi the committee whose sole duty it was to decide the merits of the case acted the part of attorneys and labored with zeal and earnestness to fulfill the promise given in the caucus to place those in office and power who had been defeated and rejected by the peoI pie This committee refused to hear any evidence of fraud or intimidation in Covington and in other localities where it was publicly known that the greatest outrages upon a free ballot and a fair count were committal They gave earnest consideration and great weight to mere opinions of par than police officers and ward bummers of Louisville who testified that it was their belief that the presenceol the militia in the armory kept many from voting when said witnesses could not indicate n single instance in I which happened or mention a single mAn who had been prevented from j voting by the militia At the same time they treated lightly the testi mony of the best citizens of Louis ville men of the highest standing in all parties and in all circles of society that the election in that city was the most quiit and peaceable that had been held there for years that there was no fraud except what wai perpe trated by the election officers in tire interest of Mr Goebel and his col leagues that the presence oi the militia in the armory deterred no one from visiting the polls and casting his vote in accordance with his sentiments that it had been customary to assemble the militia at the armory on election days for several years and that In their opinion their presence on November 7 had prevented possi ble riot bloodshed and destruction to propertyIn examination of the question of thin ballots it was conclusively shown that for every Republican county using them at least two Dem ocratic counties could be found which hat used precisely the same kind of ballotIn face of the most convincing and conclusive evidence that what ever fraud or intimidation was committed was done by those who con trolled the election and not by those who had no opportunity to commit it the farcical contest continued with every indication that the intention was to reverse the decision of the peo pie and set up an oligarchy of self appointed officers under the provision of this partisan law Excitement ran high and good people of all parties plainly saw that civil liberty would be an outcast and dishonesty en throned in power if the iniquitous proceedings continued to their des tined culmination Members of the General Assembly were unseated and those defeated were give their places to aid in carrying out the evil designs of the party man agers At this time ofgreat excitement and burning indignation when deeds of violense were likely to be committed at any time as has always been the case in similar circumstances the State and country were shocked by the assassination of Senator Goebel the one commonly supposed to be the leader of the party aiming to over throw the will of the people by means of the provisions of a law which bears his name With this deed of violence and its perpetrator perpetrators we have no sympathy We demand that every lawful means be made use of to bring him or them to the dar of jus tice but we affirm what the world al ready knows that those who at tempted to substitute the will of pack ed prejudiced predetermined juries for tbat of the people are responsible for all the evils ansI the violence that have taken place with all that has oc curred to defame our fair State to Involve her citizens In a vast debt to obstruct the operations of our govern ment to drive capital from our bord ers and repel investment from enter ing The socalled contest which was not a contest but simply a part of a stupendous machine to deprive citizens of thelnrights is morally re sponsible for all the disasters which have come upon us and for those which must inevitably follow This contest was not one of individuals bnt a party contest predetermined by an Every Monththere are thousands of wO- men who nearly suffer death from irregular menses Some times the period comes too often sometimes not often enough sometimes the flow is too scant and again ingenuity are made use ol to en gender bitterness against all who opposed the election ol Mr Goebel An appropriation of 100000 bas been made not for the apprehension and punishment of the assassin bnt to be used by a committee under the direction of an unscrupulous import ed lawyer in apprehending the criminal Such an enormous appropriation to be used in such a manner by such persons amounts simply to an im mense corruption fund for purchasing perjured testimony and evidences of this are already apparent in numerous alleged confessions In this condition with a corruption fund of 100000 for purchasing testimony and an ap propriation ot another 100000 to arm and equip State guards to be placed under the control of the oligarchy now attempting to control the State not only are the political lightsI of all who oppose Goebelism wrested from thembut their lives and liberties are also to be placed in jeop ardySuch in brief are some of the causes which have placed us in our perilous position and such is the condition In whichwe find ourselves This being the case as we verily and honestly believe It behooves all who prize their liberty to organize to resist by every legitimate means this encroachment upon the civil and per sonal rights of rights of freedom love ing citizens With this object in view we set forth the following statement of the purposes and principles of an organization to be formed to be known as the Liberty League of Kentucky- i This organization is to be non partisan and nonsectarian in its composition its workings and its objects men of any and all parties and ofany creed or no creed may become members of this organization the only conditions of membership being such as are stated below 3 Believing the partisan law now on the statutes in its worse than par tisan application to be the sole cause of the evils and dangers which now beset usall members must be unalterably opposed to this law and in favor of its speedy repeal and of the enacts
