sent the law and swear by all that is goodand great that they are truthful TilE Herald just now la worrying itself tired rejoicing over the triumpb of fraud and is boasting much about the law and Blackburn reason anti advice It will be remembered by the intelligent citizen that this is the same man who previous to the election was the most ardent and faithful sponsor oftbGoebelmnachineandlaw and that this same political degenciate and disgraced citizen oflered to bet his souls salvation against a counterfeit nickel that if any stealing was done the other fellows the Republicans would not do it that before the re turns had been reported this same po utica maverick declared that the Republicans had committed frauds in spite of the Goebel election law and that his deep sense of honor compelled biro to advise a contest How sorry the plight of this once leader of his party How narrow his conception oftruth and houcsly Previous to the election of 1801 this gentleman proclaimed from every stump throughout this State that the Goebel law was a magnificent ajruct ure Democratic manipulation the when in the hands of honest men no frauds would be perpetrated and yet before the smoke had cleared fron the battlefield of November 7 1891 it was set forth that fraud had been committed in abundance ever wrfere save in those cou nties where a handsome mnjoritiy had been turned in for Goebel Now as the election has come anti gono and the Goebi l law lacked a small margin of bavin accomplished its purpose on November 7 1809 but has since fulfilled all prophesy Mr Blackburn comes out in a letter advising a modification 01 this measure Really should the Uocbel law be modified We cc J not see wherein it has fallen short 01 its purpose It was made to make Democratic elections certain to ro move all doubt and under its oper ation to leave the result not to chanc It tins been superbly manipulated iu every resepect and the object whic I its author anti advocates had in view when it was created and given life has been duly accomplished and Ma Blackburns advice to have it modified or made anew was anstounding We are not inclined to believe thi t Mr Blackburn was prompted by any pure motives when be advised that something be done with the law that bus eternally wrecked the Democratic party in this State but the ol d veteran ofa base and lost cause thinks the patty might be reunited on a more conservative plan There are many honest conservative and in formed Democrats who will never chose to join a band of political des I peradoerand the advice ofthis fiieni less old sage of political corruption will not receive the approval of many honest men We believe also tin the invitation for all types of Democrats to unite in approving Goebelis will be declined by many iuclepenI ent spirits The advice of such a man should be well considered and thor oughly analyzed before accepting i t Will the Herald Dare The assumed editor of the Herald comes again after being the Supreme Court in our last issue we arroused the little Be aid again It is surprising that a man claiming to ha a Christian in goo standing will rejoice over stolen good But this is truly the majority votes and under this same law the same Wm S Taylor was robbed ol the office of Governor The author of this law said that under its operation fraud could not be committed by Re publicans and under its operations the Republicans were never so suet cessful in committing fraud so they say Notwithstanding all that Watterson said would come to pass under the Goebel law has been realized by Ken which bears his name have disfranchised oneeighth of our fellow citizens and reversed the will of the people as expressed at the polls on November 7 1899 All this has been done under the forms of the Goebel election law construed and supported by Democratic courts A Democratic legislature bya pre arranged scheme to disfranchise the people with a clean clear cut majority obeying the will of the pretenders fraudeutly selected a contest board whose rulings were as partisan as couM be and whose opinion was already made up when selected This same unscrupulous board hastily handed down an opinion and the leg islature which created that board acceptedand endorsed the action of that board without ever considering one word ofthe testimony given before that board anti without hearing one wordof argument in the case The pretenders before thatboard impeached the vote in about fitly counties but they never threw out the vote of one single county but simply adjudg ed that Goebel and Beckham bad re ceived a majority of the legal votes cast This was done in the face ol the fact that Democrats controled the election in every county of the State and certified to the returns from those counties Later came Poyntz Youts and Fulton to sit as a court to hear the cases of the minor dicers They are supposed to have taken the evii deuce submitted before the legislative csntest board read the same and deci led from that lint however it is a known fact that they also passed upon the cases before them without hearing one word of argument pro or conThej adjudged that the voters of Louisville Johnson Martin and Magoflin counties were illegaland should not be counted at all but it will be remembeied that the same vote LHaUtetenTa so TMK1 ed about oneeighth of the legislature and the city and local officers ot the districts However not one single legislator lost his seat neither town cily or other local officer on account of that illegal vote Passing from the contest boards that passed upon the contests for Governor and Lieutenant Governor a hearing was given by the Circuit Court of Louisville and by time Court of Appeals of Kentucky both courts holding that they had no authority to go behind the legislature and the Supreme court aso hed that it had no jurisdiction to investigate the case It will be remembered that not one of the courts bed that Senator Goebel and J Cripps Beckham were legally elected Governor and Lieut enaut Governor of Kentucky Not one legalized the steal by declaring the course of the pretenders tight aud just But all permitted it by remain ing A DAY FOR SCIENTISTS Total Eohpso of tho Sun won enObaorved at all Points Pine Hurst N C May 28Tit- on e Pine Hurst observing duty was conducted here under the auspices of lit- ho Navy Department It consisted of a delegation of astronomers from lb Naval Observatory assisted by a number of other scientists The most striking piece oi apparatus on the grounds was the phonoheliograph K This consisted of a long piece of cot ton duck with one end butted in an underground cabin At the other end was a lens which gave a fiveinch di ameter ol the sun hive negatives were taken with this instrument dur ing totality It is designed to bring out the inner corona and the chro mosphere prominences There were 31many dther scientific instruments usedA number of photograps were taken to determine whether the distribution of the substance giving the bright green line in the corona spectrum is the same as that of the particles A camera peculiarly constructed was ex posed through totality the object be lug to record as much as possible of the longest streamers of the corona- e the brighter central part being much over exposed This lens belongs to the Yale University seIperiodIa polarizscope The weather today was almost cloudless The astronomers were at the observatory by 530 making the last preparations for the eclipse An hour and a half later the crowd began to gather including the families e the observers and many negroes 11Tbe North Carolina coon has little to say but his face shows anything but amusement when an eclipse comes Fortunately for thesuccess of the work they kept well outside ol the topes As the suns disc diminished obIservedo thaw faraillar yith optical effects but appears very strange to the uninitiat ed This is the fact that whenever light comes during an eclipse passes through a small opening and Sails on a screen beyond the patch of light appears in the shape oi the crescent and not round as is usually the case This is especially striking where the light sifts through the leaves of lit appears sundt proceeding from any object through a small opening throws on a screen the image the same shape as the object independent of the opening As regards the photographic nothing can be said until the photo graphs are developed and examined Observations on the polarizUion of the corona showed that the polarlza polarns from the sun Quite a numberof solar prominences were observed extending out into coro na One extended out about one seventh of the radius of the sun and through the telescopes looked like incandescent filament of an elec rile lamp NOUIOUC AND OLD POINT COMFORT Norfolk Va May a8The eclipse of the sun was seen here this morn ag to the very best advantage The totality began at 85145 and ended at 85559 The conditions were perfect and observations taken by scientists from the Washington and New Eng land Observatories were most satisfac tory The corona was the center of attraction The totality camp with a suddenness that made some women shriek The planet Mercury was plainly visible Venus could be seen but not so plainly Jupiter was notI visibleDuring the totality a bright ray of light was seen about the entire horizon Lamps had to be lighted In Stores and fireworks were shot up while whistles of factories and steam vessels in the harbor screamed The negro population became frantic it being their belief that the world wasi taming to an end Many took to the woods as they saw shadows slowly covering the sun The roof tops ol all buildings were filled with people t Prof Willis Moore Chief of the Weather Bureau and 250 of the Na tional Geographical Society arrived from Washington by special steamer At Old Point Comfort thousands ol visitors lined the hotel verandas and theodark shadows flitted from the Virgin la capes the wind died down and the earth seemed to settle itself to repose At 853 the suns light was snuffed like a candle The total eclipse lasted halt a minute One star was visible just above the point of contact Many photographs were taken The presidential party on the Dol j U phin went out near the capes to observe the eclipse as did also Secretary Gages party on the Holly CHICKENS WENT TO ROOST Richmond Va May 28 The eclipse ot the sun was not total at Richmond but sufficient to make twi light darkness and send chickens and birds to roost Almost the entire white popniati0- was in the streets viewing and di cussing the awe inspiring appearance of the sun earth and sky but not so with the colored population who wer in great fear Even the moat Intelli gent of them retired into their abodes white many of them covered up their heads and were excited by fear until the sun shone again Rev John Jasper now eighty lour years old declined to discuss the phe nomenon He said these things were the work of God and that it was not for him to dispute the work of Code which says the sun moves He de clared that the sun had never stopped moving but once and then Joshua told it to stand still and concluded with the reiteration of his theory that The sun do move PHOTOGRAPHS AND SKETCHES Washington Ga May 28Titeclipse was viewed here with gratify ing success Prof Burton of Boston said the first contact was at 70215 810 local mean time second contact totalitywastenths seconds The magnetometer showed no disturbance In magnetic declination Seven sketches were made of the corona and six photographs taken The success of the observations here was wired to Lon don England in one minute Tim ECUP3H IN BRRLIN Berlin May 26The eclipse here was partial being between 354 and 358 p m About 4 oclock the sky was obscured as before an approaching storm An observation through a disctorbProf Archlnbold tbe Berlin astron omer telegraphs from Bowzareah Al geria that he was able last night to observe a green ray in the setting sun VIEWED IN LONDON London May z8The eclipse of the sun was perfectly visible here- f The moons shadow touched the edge ot the sun about 3 oclock and by 4 quite one third of the solar disc was within the shadow Great crowds watched the phenomenon through pieces oi smoked glass The appear ance of the sun was that of a halt moon turned upside down Men
