two sessions of the Legislature this year the 100000 reward the apprehension of ioebels CundI the extensive expenditures for State militia and the unusually large appropriations lor the various State institutions last winter have almost exhausted the resourses of the treas uryThe present plan is to have the Au ditor and Treasurer to report to the Governor that they will be unable to meet the new year and to recommend on extra session to issue bonds to tide over the crisis While this will be made the excuse for another expendi ture of 60000 ot the States money the present plan is to have the call made broad enough to cover all of the pet schemes of the machine If possible a specific enumeration of the subjects oi legislation will be avoided and the call so drawn as to include any legislation which in the judgment of the Legislature may be necessary to the welfare of the State Among the pet schemes will be the Chinn school book bill the strength ening of the McChord bill to meet any deficiencies which may be pointed out in the decision of the Supreme Court in the case now pending and general legislation for cities ol the first and second class If this scheme goes through an effort will be made to pass several bills affecting the municipal government of this city It is pro posed to abolish the office of City At torney and to create the new office of Corporation Counsel to be filled by appointment by the Mayor The movement for the creation of a new division of the Circuit Court of Jefferson county will also be pusbedI and it is understood that Mr Upton Muir will get the new Judgeship III the bill can be put through the Lewis lature Of course provisions will be made for the election of the Judge by the Legislature until the next general election The cinch which Mr Muir is supposed to have upon this prospective Judgeship probably ac counts for his activity in behalf of the machine which has been so great a surprise and disappointment to a large number of his friends Another plan which the machine leaders have been contemplating is the creation of one or two new places In the Court oi Appeals but if they have seriously considered this it has been without an examination of the institution Section 113 of the State Constitution provides that the Court of Appeals shall not exceed seven JudgesIf extra session Is called and the bosses find that they can by any sort of manipulation control both Housas they will undoubtedly propose some measure for the restriction of suffrage but unless they can work some radical change in the attitude of the Seneate as speed ol 135 miles an hour has actually been re corded MATLOCK ASSAULTED B B Collins Attacks that Roal Estato Man and Is Knockod out In tho First Round BUND TIGER THE CAUSE Last Saturday evening about 6 oclock while sitting in the office ol Mr DLiUensin pleasant conversation Mr G E Matlock was assaulted by B B Collins The first pass was made by Collins which was a stroke on the head with a closed knife and immediately Matlock land ed on Collins face knocking him against a desk and the secondstroke sent him to the floor Matlock then collared Collins and punched him In the face severely for a hat a minute when bystanders interfered Mr Matlock is the detective who came to Hartford last Spring as areal estate agent and took charge of the blind tiger establishments for about a week but before leaving he went before Judge Miller and swore out warrants of arrest for Collins and others twentysix in all He had just testis fied in one case against Mr J F Car son and a virdtct of guilty had been returned Mr Collins cases were soon to appear in court and with the evidence of Mr Matlock against him conviction was inevitable Having no good feeling for Mr Matlock and fearing his evidence it was an ens matter when once engaged in conversation to provoke an assault Matlock gave Collins fair warning and insist ed that he was not looking for trouble but from all accounts trouble wa what Collins sought He certainly underestimated the fistic ability oI his man as he is not a large man an rather feeble looking in health How ever Collins soon found but too late and alter a very sad experience that Matlock was not the man he was loo 1eding for for he was not to be blufled neither could he be whipped by him So badly was Collins wounded that his Attorneys filed affidavit averin that he was unable to appear in cool t and his cases were continued until next coutt Collins was indicted for malicious wounding by the grand jury which was in session at the time of the trouble Hartford will
