ice reform and the manner in which it was sought to execute the law That lie was effective may be seen bf the fact that the recommendation was carried by one vote only and that upon the active personal efforts of the aolest and most experienced members of the House Even Randall came to the defense of the administration and the execution of the law and by personal appeals got Swope of
