agreement and Italy as the junior partner of the allies de Glares that she Is favorable to arbitra tion but will be bound probably by tthe action of the senior partners Berlin Dec 2The answer of Germany to the arbitration in behalf of Venezuela received through the Unit ed States government is its accept ance The delivery of this reply to the United States for transmission to Minister Bowen is delayed for a day or two for tacital reasons probably through the expectation that another solution may be found possibly by President Castro yielding Four days ago the idea of the German govern ment was in favor of rejecting arbl tration and that is understood here to have been the temper of the British foreign office While it is impossible to trace the steps that led to are vernal of this view it appears that the state of public opinion in the Unit ed States so far as Germany is con corned produced a revision of the first ideas Washington Dec IJThe official day closed without further adjustment it is noted that tae feeling is growing that TIle Hague tribunal should undertake the case Mr Bowen it is rev ported wishes to come to Washington in order personally to effect an adjust meat with the resident ambassadors oF the allies but while the slate de partment makes no statement upon the point it is believed that it does not regard this plan with favor It Is pointed out here in connection with tie project to refer the matter to The Hague tribunal that in some phases tutu disputes will not admit of arbitration Such is the case for Instance where attacks of British andI German subjects and the German legation at Caracas and arrests of consular ofii iers have made the Venezuelan of fetter equivalent to attacks on the nay tional honor of the allies and as such to be atoned for only by an ample apology The Hague tribunal could out arbitrate such issues but it Is lpointed out at the state department that tie claims are divisible and that if President Castro chooses to
