ADDRESS TO VOTERS OF KENTUCKY IiMuttf ky State CommlttH en CONSTITUTIONAL AMENDMENT Qtntleaaaa At a Coamtrcltl Cot Nation of the State of Kentucky held la the city of Louitvlll OB the td Sd and 4th days of June 1103 the under Blgncd wire appolktcd a conmltto for the purpose of bringing the amend moat to the constitution of the state which it to be toted upon at the No tember election this year U the at tention of roles of all parties In the state end obtain for It the accessary number of votM to secure ls adoption The amendment Is purely a nonpar Ulan measure vitally affecting the In terests of all cltlicns of the state no matter what their party affiliations or occupations may be or where their places of residence are situated The beneficial effects which will follow the adoption of the amendment are BO vest that they can hardly be estimated The evil that will result If by any chance the amendment should fall of adoption will be disas trous In the extreme to the best In tereata of the state The adoption of the amendment will not change In the least the present Item of taxation In Kentucky for state and county purposes as It applies only to taxes levied by cities and towns for tLclr own local purposes The manfacturcra merchants and financial Institutions In the cities and towns of our state are now tremens dotiRly handicapped In competing with those In other states by the provision of our state constitution which re quires the same ad valorem taxes to be levied on all personal property by cities and towns for their local purposes an IIs levied by them on real estate within their boundaries This provision does not exist In oth er states In which the competitors of our manufacturers merchants and financial Institutions are located so that our peuplo In these lines of bust nest arc at a great disadvantage In competing with those of other states nnd the result Is that our existing Ins dustries do not grow as they should new Industries are not established In our state In as largo number and Im portance as In other states which do not possess anything like our natural advantages but In which taxation Is not nearlyvo burdcnoonio and onerous as In Kentucky The provision of our constitution which tho amendment after Its adop Lion will cure also operates to drive capital from our midst and compels that which remains with un to charge us higher Interest rates when we borrow money than wo would hare to- pity If money used In banking and financial operations was not taxed so exorbitantly for municipal purposes Farmers and country merchants of Kentucky dont make tho mistake of thinking tho adoption of this amend wont of the constitution will not bone ficially affect you If you want existing factories In our towns and cities to grow so as to give employment to more men if you want new Industries to bo established em ploying still moro men If you want more consumers for your farm product and more buyers at your coun ters If you want lower Interest rates when you borrow money If you wont to lessen your state and county taxes In a word If you want as much pros perity throughout the length and breadth of our grand old common wealth ad prevails In other states then Tote for tho amendment and get your neighbors to vote for it Every existing factory enlarged Rod- er ry new factory brought Into Ken tucky through this amendment to our
