offense of permit- Â¬ ting a nuisance to exist on their premises and in every case brought to trial the evidence clearly indicated a violation of Ian and fines were promptly assessed There was a remarkable want of knowl- Â¬ edge on the part of most of tho arrested parties as to the requirements of the city sanitary ordinance and on this account the fines were made tho smallest amount permitted by the law with the assurance that for any future offense the highest penalty would be inflicted In the en- Â¬ forcement of these laws it may appear bard to impose fines upon parties who are utterly ignorant of such requirements but the hoalth and well being of the whole community demands their punishment because it is only in this wiy that such parties will ever learn the cxistaace of and value of such health laws and besides the law permits no acquittal because of ignorance of the law The good people of this community are determined on the enforcexent of the sanit ry laws and will assist aud uphold the officers in their rigid and conscien- Â¬ tious enforcement and henco one and all may see and know that there is to be no excuses or exemptions becauso of favor Â¬ itism or anj other cause We have had a most terrible experience in dallying with the causes which are said to produce sick Â¬ ness and epidemics and arc determiued to use every means in our power to pre Â¬ vent a recurrence of the horrors of 1878 Last year every man woman and child in the town and in the country far and near rejoiced in the blessings which thorough sanitation at Hickman apparent Â¬ ly concurrence and obedience Be this as it may these laws are going to be onforced rigidly and to the letter and if there are those de Â¬ ceiving themselves by the idea that they will not they will awake Maupin and is calculated to do him injury Mr Maupin and his friends are will ing that all the facts and cirmoumstan cetj in the case may come before the public as he has had no felonious design in the transaction which wn believe will be the verdict of an enlightened and generous community when the facts in the cae are correctly stated The article stated that a woman is at tho bottom of Maupins trouble which is true but it fails to state the part she acted It is not true that young Mjupin was enamored with this woman or that ho was any more than barely acquainted with her but it is true that she was made a leading char- Â¬ acter in a connected plan to injure Mr Maupin The facts are as follows Mr Mau pin is a youug man barely 21 years of ago of a good family and sustains an unquestionable reputation among all He was postmaster at who know him this place and gave perfect satisfaction until sometime previous to his arrest when a party endeavored to have him office by circulating a i amoved from petition among the people who failing to obtain a single name to the petition influenced this woman who was of bad character at best to report Mau Â¬ pin to the Postoffice Department un- Â¬ der the charge of detaining and open Â¬ ing letters which had come to bis office for her a malicious falsehood charged against Maupin solely to in Â¬ jure him and which she afterwards Mr Maupin believing acknowledged that a party was secretly at work against him did open an official envoi ope which came to his office for this woman and while ho acknowledges his indiscretion io the act ho claims that be didit in self defense believing that tho letter would develop the secret movements of the combination against him All who know Mr Manpin believe this statement to be true Believing that
