To carry out tho latter part of these instructions, I requested and obtained from tho Secretary of tho Commission, a tracing showingtho results of the surveys of 1S79 and 1SS3 iu the vicinity of Hickman, Ky. A study of this shows that of tho right bank, five miles and more above Hickman, there has been caving amounting to at tho maximum 1030 feet; nud thnt tho bar immediately above Hickman has advanced about 1100 ft. toward tho left bank; that 11,600 feet above the Hickman elevator, tho shore liue of 18S3 retires be hind that of 1S79; at a distance of 3330 feet above, it is 4S0 feet m rear. gradually reapproaching it; at the elevator it is 60 foetin rear ; continuing at this distance for 1580 feet below tho elevator, when the two lines coincide for 200 feet; again retiring for 415 feet, attaining a maximum distance of 70 feet, the Jiu8 of 1S33 once more coincides with that of 1879 for 100 feet. The depths obtained on both surveys are reduced to tho 19 feet stage on tho Cairo gauge and show that no trouble arises from insufficiency of water. The increase in depths in the interval between the survoys is noteworthy. Four miles above Hickman this increaso'is 20 feet ; two miles above, 10 feet ; and at the successive lower sectious 35, 50, 00, 90, 30, 35, S and 15 feet. These considerations lead to the belief that the caving above Hickman will continue. Reference is made in the roport of F. Hellner, O. E. to rocks projecting from the bottom of the river. Mr. Hollner estimates the excavation neccsearry to be that of 1500 cubic yards. Xo defsnito data relating to those rocks have been obtained. The existence of obstructions of some sort is assured by surface indications Eocks have not bq,en located by soundings mado . by the survey parties of the Commission. From steamboatmen I only learn that once tho stcaboat "Baton Bongo," while leaving the elevator struck something of sufficient resistance to start one or two planks or a skeg. From present observation, I know tho landings to bo tho most difficult of any on the river, by reason of eddies, astern wheel boat in one instance requiring 1 hoars to effect a landing. More definite information would require a detailed survey, for which as well r.a for a pcraonal oxnmina-tion- , there ia no allowment of funds. There are then two objoctiona-bl- o features in the vicinity of Hickman, Ky.: 1st, submerged obstacles of which nothing definite is known and for the removal of which no estimate can be mado without a detailed survey. Their removal, not demanded by any general plan of river improvement, is advisable only on tho grounds of maintaining a landing place at au elevator which must have beon built when the existenco of those obstructions was gonerally known. Judging from tho shape of the bank above the city, in course of time a bar will form over tho obstructions which will be prejudicial. If the city map accompanying this roport is to be considered as an indication of tho present or anticipated extent of tho city, safe and convenient landing places can readily be found along tho front above the elevator. Tho railroad location could not materially affect their use. But these will be lost if the72nd objectionable feature, the caving abovo Hickman, be not checked. To check this will require tho rovetting of the left bank as far upkos the point where the shore line of '79 crosses that of '83, in all a distance of 12000 feet. This revetment should consist of a mattress about 9 inchos thick and 150 feet wide for low water protection; above this tho bank should bo graded to a slope of 1 according to the naon 2 or 2 ture of the composition of tho bank, and this graded slope bo covered with a brush revetment closely covered with stone..
