Speech Great Commoner Warms Things up in Western Kea tucky Last Week Following is the Address He Delivered at Fulton Last Tuesday I havo been introduced to you with a pleasing prophecy Sufficient wde the day is tM null thereof and we will deal with the Presidential question when we gt to it and we are now hire to get a large majority for the Rut pern- or of Kentucky Judge Hger Applause and to insure the dee Hon of a legislature that will mate Governor Beckham the next senator from this state Prolonged Ap plauseThese are question of immediate importance and the only terelt that you need take MW in the next Presidential election is not in soltot ing a candidate but in dolag what you can to elect any candidate who is elected on the Democratic ticket Applause and you have a chance to make the next President a Democratic President and I am here to I tell you how to make your votes count in the interest of national Democracy If time permitted I might dwell upon the character of the candidate but my friends I think it would be time wasted for me to spend words eulogizing those t who have been selected as standard jonej I them as well as those who live with in the state but I can bring you a message from the outside world and tell you that what you do here has more than state significance and it is because your election has a bear ing upon national politic that I am here Your victory in this state for the Democratic ticket wilt give inspiration and encouragement to the hosts of Democracy everywhere Just as the wire from Oklahoma brought gladness to the hearts of millions of Democrats becaus It indi cated the trend of public opinion and gave assurance of the electoral vote of Oklahoma next year so a splen did triumph for the Democratic tick et in the State of Kentucky will make every Democratic heart boat more quickly for it will give hope Aye assurance that when the polls are closed in November 1901 this loyal Commonwealth of Kentucky will be found in the Democratic column and her electorial votes will be added to the vote of the Democrats Applause And then too whoa the legislature meets it is to select a senator who shall serve for six years In the national campaign we are anxious to have a Democratic Presi dent elected but the President is only a part of the lawmaking power He may recommend s he may advise he may urge but he cannot affix hb signature to a single remedial act until the House and the Senate have acted favorably Ifwe win next year as we expect to we will elect a Democratic House of Representa tives when we elect a Democratic President but the Senate is not so easily changed Ifwe have a large victory next year we will gain a number of senators but it will take the next election two years after wards to give us enough of the change to control the Senate and if Kentucky were to elect a Republican legislature and send down a Republi can to the Senate as a successor to Senator McCreary we would sub tract one from the Democratic vote there and we would have to gain one somewhere else to make up for this loss and it might be when the crises came and some act which had passed the House of Representatives and which the President stood ready to sign for the lack of one vote and that one vote would be Kentuckys And In the legislature one vote might elect a senator and in the legislative district one vote might elect a legislator and the therefore BO Democrat by remaining away from the polls can afford the risk of being the one man to block reform legislation in the United States I know that sometimes a man gets mad get mad at sosnethlagwhich Ute pIty does sometimes he dont like something that has been put into tM platform or something left out or he may not like the one who Isms bo selected by the majority as a candidate and sometimes in his anger he turn owl to ftght the tioktt and help the opposition I have known such wrath to thus express Itself In ISM we had many Demo errata some of them in Kentucky who put their judgment of their party and because the platform con tained something they did not like or because they were not pleased with the selection of a candidate x HON WILLIAM J BRYAN tbe went out and helped to elect a Republican ticket Without the aid of UK Gold DeoMcraia in 1896 the Kepublicao couU not have won the victory that they woo What was the result of the victory The first laing the Republicans did in power was to raise the tariff and increase the bunion of taxation upon the peo pie and tone Democrats who sever ed their connection with their party and helped to win a Republican vic tory became equally responsible for the load of taxation that eighty millions of people still bear that gieviout load It has meant hun dreds of milHon of dollars taken from the pockets of the struggling poor transferred to the pockets of those who are boneAciaries of the high tarts Nor ws that all When the opportunity came to grab land in the Orient the Republicans in power entered upon an experi meat in Imperialism and Cpkwiallsra and this country has spent more than five hundred millions of dollars in IU short to aid the monaohies of the old world and follow at the tail end of the possession of the empire And as a result of that victory in Iff6 those who contri buted to H becniMc they were mad or felt grieved are jointly responsi ble for this enormous burden upon the country this enormous tax on the resource of the nation As a result of that venture in imperialism we now have islands exposed sever al thousand miles away from home and the naval experts tell us that we must have a navy three times as large ale have now if we would protect ourselves from humiliation at the hands of some nation that might want those islands And as- a result of that election the arm has been raised from twentyfive thousand to sixty thousand men more than doubled and in times of profound peace for this Inoreae came after the SpanishAmerican war was over and it can only be Justified on two grounds viz Either that we need It because of our Im perial policy or we need it to keep labor in subjection M our own con try and so we have got to take tae horn of ore dilemma or the otttr You have got to Juetity tint in creased army on the theory that you need it at home to suppress a bor or that you need it abroad to carry out the experiment In ctolonk HKB Those who helped win a Fe publican victory bemuse they pi mad at the DemounUic party suet share in the reepensitrilUy off till which has followed I speak of those thing net lito cause I feel grieved at my own de feat that has sever worried me Ole moment I went to sleep within If teen minute after I learned that 1 was defeated I have never lost oie hour of sleep in all my life w po litical disnppctntmonis and I freer forgive any roan whose oenioloMe led him to oppose me in Iffi or a 1900 or at any oUter time for I respect a mars right to fallow t hr aicute of his eonecisnec but mjr friends I refer to what happened because I want the man who trios to defeat the Democratic party or to give encouragement to the leaden I of the Republican partyIwan him to know what he ila doing and to act with Me eyes open so that he may take the full responsibility of that which will follow If arty of IOu are inclined to fight this ticket I want you to know that If you help to defeat it you will kelp to deleal anlllin party that for twenty years has practised favoritism in government and granted privilege by law until a men have matted fortunes more rapidly than ever known before in the history of the world and now nee those fortunes to corrupt politics debauch society sad disgrace th busines of the country Ape tMc I While I speak of what the Repub Hoan leaders have dose I want no Republican in this bouee to think Il refer to him for in this Republican party there is an Impassable gulf be tween the leader and the am- man bR The ordinary Republican has only one privilege in his party and that lai to whoop it up for the party without anything in return My friends when the last elect was over Mr Cortelyou chat rma of the Repuoltcan committee cav out the statement that they had collected subteriptlen from over six thousand persons Only six thousand persons had contributed Why ray friends they polled more tbau six million vote and they got cam paign funds from only six thousand1I of the six million which shows thatt the sinews of war did ROt come from the voters Who controlr the poll cy after election They tell you that the President does I tell you while the President has advocated some things that are good and good because they were Democratic and had been advocated before he ever had thought of them I tell you my friends that the Republican leaders recognize the obligations that they are under to these men who make the contributions to carry on the campaigns and I hope that I may make this plain to every Republicai who honors me with bin attention to night We now know that one rail road president Mr Harriman who since he and the President have CalI len out has gone into the class of undesirable citiiens Mr Harriman was once desirable citizen was iin communication with the President and at the Presidents request raised Statyc of New York and we now know where he got that money He got it from a handful of men who stood at the head
