publican Rule Our Representative In Congress Mr Gilbert has returned homo to stay af l tor a service of eight years in the National House of Representatives Slime of and particular matters of local interest in which ho has taken an active part may be recited as follows lie found tho Goverment IJuilding at Richmond uncompleted and whol ly unfit to be occupied for tho United States Court and procured an appro llriatlon of 20000 for tho purpose of completing this building Ho pro cured an appropriation of 60000 for a public building at Danville Ky and It is understood that this appro priation will bo supplemented by ono or two more additional sums so that city will procure In the enda very handsome building Indeed threo ap propriations havo already been made for the building of Richmond and there Is still another bill pending for 10000 for an elevator and some other smaller w improvements w bo placed in that buildingIt rare that tho entiro sum for a government building is appro printed at tho first instance Mr Gilbert made a laborious effort to procure n Government Building at Lawrence burg and gavo tho city preference t over every other town in his district for tho reason that tho Government collects more than a million dollars a year revenue In Anderson County and ho felt that on that account they were entitled to bo first considered nut the town itself is so small and tho receipts of the Post Ofllco were thought to be insufficient to justify tho Com mittee In making a favorable report on this bill Mr Gilbert has also been active and successful In aiding in tho establish ment of quite a largo number of Rural Mail Routes and we see wagons do livering U S Mall on most of the leading roads now throughout tho district Ho procured last year special acts of Congress granting pensions to Capt Phil Thompson of Harrodnburg and Capt Thos Todd of Shelby County tho only two captains of tho Mexican War from Kentucky that now survive It is needless to mention that ho has procured numerous acts of Congress for sundry old veterans who by reason of ono technicality or another had been deprived of any pension for their services In the Civil War Mr Gilbert was regarded as tho leader on tho Democratic side In opposition to Ship Subsidies and his speech against the HannaPayno Ship Subsidy hull in his first term in Con gross attracted wide attention and his speech during the last Congress in opposition to the Merchant Marine Com mission Bill has been in such demand nil over tho country that tho entire supply has been twice exhausted We call attention of our readers to still a third tipeech in opposition to Ship Subsidies mado only a few days ago which is well worth tho atten tion of anyone who doslroa to be kept informed as to tho pernicious tenden dies of the extreme protectionists in Congress His speech in defense of Kentucky hat been selected ns worthy of being printed in a nook of Ken tucky Eloquence recently published by Col Bennett II Young containing many of tho famous speeches made by Kentuckians living and dead Mr Gilbert has a volume containing his speeches made in Congress which of course cannot all be mentioned here Ho mado a strenuous effort during three terms of Congress to procure n National Park at Pcrryville but the location was too far South to succeed If such a battle had been fought in Maine or Massachusetts a magnificent park could and would have been estab lished many years ago Ho mado nn active effort to remove tho tax tho farmers havo to pay upon leaf tobacco and has altogether stood for tho best
