the features of all Along its course are no haunting spirits of unfaithfulness The McChord railroad bill promised by the Democrat ic party to the people which was pass ed by the Legislature of 1898 but vetoed by Gov Bradley has become a law under the just operations of which freight rates in the Commonwealth have been lowered and equalized to the great benefit of the shipper- A uniform School Book Bill the en actment of which was pledged by the Democratic party to the people has been placed upon the Statute books and under its provisions and operations the price of the school books used in our common schools has been materially reduced to the advantage of the children of the State In these as in all pledges made the Democratic party his kept faith with the people and has not been content with mere vaporings or high sounding declarations Without any pledge the Democratic p arty has given the people of Ken tacky such temperance legislation as tie sentiment of the times demanded As between these two parties and pilicica and principles represented each you are to choose You are the final arbiters and to your judgment and choice the Democratic party pledges itself to bow in humble submission The speaker then declared himself in favor of State development industrial moral and educational He urged the further extension of the common school system the making of a great univer sity of State College the passage of proper child labor laws and the strengthening of health and similar lawsThe Democratic party has always been the friend of labor in this country and has favored and encouraged its or ganizationI favor of every proper law to protect labor from the encroachment of capital upon its rights and every proper law that will preserve to capital its natural rights As Governor I would be careful to see that no laws unjust to either capital or labor should become effective i I am and at all times have been in favor of fair and honest elections not only in the State but also in the coun ties and in the cities and towns of thin Commonwealth Election manipulators should be weeded out It is the sacred right of every legal voter of the State tap cast his vote and it is also his right to have his vote counted as it is cast In this Commonwealth there is no place for those who juggle returns but we demand a fair and honest count of all the legal votes cast Honesty and fair dealings in politics are as essential to good government as honesty in the ad ministration of all governmental affairs He then declared himself in favor ofI all possible reforms in dealing with the charitable institutions of the State and referred to the work he claimed had al ready been done by the Democratic ad ministrationComing to the question of tem perance Mr linger said Mr Wilson his opponent had dodged the issue- I have never been fanatical or unrea sonable but have had my independent views without disparaging any other whose views upon any question might own My sympathies offumperance favor of such reasonable and feasible legislation as might be demanded by the sentiment of my State I am in hearty accord and sympathy with the best and most feasible temperance thought and heartily indorse any rational movement or law that tends to the moral upbuilding and uplifting of the Stale I indorse without reserve the action of the last Democratic General Assem ply in passing the County Unit Law which law I believe to be in harmony with the principles of my party and to be thoroughly Democratic it should be extended so as to apply to all counties I am in favor of all reasonable proper and feasible legislation on the temperance question and any and all such taws would have my earnest and honest support and approval If we would have our proud Commonwealth occupy the enviable position be foro tho world that she should occupy her laws must be enforced without fear or favor without prejudice or partiality while the criminal and penal laws of the State should be rigidly enforced those relating to the proper observanc- eI the Sabbath should be as strictly en speaker then put the question to Mr Wilson as to whether if elected Governor he would pardon the men charged with the murder of Goebel After four years experience as the head of the financial department of the State confidently assert that the tax rate of 50 cents though not itself excessive can and ought to be reduced and if elected Governor I will in my message to the Legislat e recommend that it be reduced to 40 cents the lowest tax rate ever experienced since the adoption of the present Constitution The speaker further reiterated the explanations made during the Democratic primary campaign regarding the public printing contracts the special attorneys fees and the State Capitol architect fees in all of which he declared the Democratic administration had acted with the utmost wisdom He also declared he would not if elected Governor be a candidate for the United States Senate or any other office within the gift of the people DR BRUNER who thinks he is running for Secretary of State on the Republican ticket grows more and more savage In a speech at Louisville he said I want to say to you that the machine at Frankfort is head ed by an election thief and assisted by another election thief and not only election thieves but grafters besides as I
