Committeemen On next Saturday Nov 21 committeemen from every precinct In tho State of Kentucky will be chosen by the demo ocratic voters of their respective pro cincts and a complete reorganization by counties made At tho last Democrat- Ic State Convention held in Lexington last June now rules regarding the election of committeemen were adopted and the elections of Saturday will t held under those rules thus giving every voter n voice In the matter The State Central Committee having the Itqod of the party at heart desire that oil shall know the method by which tho committeemen must bo elected The rules pertaining to the election are giv en herewith In the voting precincts of all counties there shall bo elected by tho democrat ic voters In such precincts a committee of one member who shall constitute the precinct committeeman from such precinct In all State district legisla tive or county mats conventions the proceeding and election of committee men shall bo null and void if the chair man of said mass convention refuses to give tellers and have a count of tho vote of those democrats present if said request for tellers is made and tho refusal of said chairman to give tellers and a count tho chairman so refusing shall bo removed from his off ce by the State Central Committeeman upon proper proof so made to him Said precinct committeemen shall be elected on the third Saturday in No vember 1903 and shall be residents of their respective precincts Tho democrat of this Stato shall meet at their various voting precincts at tho hour of 2 oclock r and proceed to the elec tion of a committeeman to servo until his successor shall bo elected by order of a succeeding State convention The retiring precinct committeeman shall call their respective precinct mama meetings to order and shall preside un ill the mass meeting shall elect a chair man Where there is a vacancy in the office of precinct committeeman the chairman of tho county committee shall designate some qualified democrat liv- Ing In the precinct to call said meeting to order and preside until the election of a chairman On the Monday following such elec tion such precinct committeemen shall meet at their respective county scats In counties having moro than one legls ativo district they shall meet at some convenient placo in their said legisla live districts to be designated by the respective county or legislative district chairman then in office who shall pre side and organize by electing a chair man and secretary to said county or legislative district committee who may or may not be a member of said com mlttee In counties containing cities of tho first class these meetings and all other meetings of the precinct committeemen in the legislative district em bracing that part of the county
