punished by fine which would multiply beyond measure the number of blind tigers and increase by a thousand fold the whisky traffic in the district This emanates from and is just what the remnant of the whisky people in Ken tucky wish incorporated in nil local op tion legislation By putting a penalty on the buyer as well as the seller of liquor it makes each of them inc m patent to testify against the other be cause neither the seller nor the buyer can be made before the courts to give any information in regard to the illegal sale and purchase because of the old well known principle of
