located at Danville Let us give item which few people are considering t i e the Institute for the States d and dumb This institution wit Danville costs the State about 75000 per year or a sum equivalent to the nual appropriation for both Nor Schools tho only 100 indigent children were trained there last year Wewo not for one moment minimize the we of ministering to the unfortunate but a we one of the fallaclo arguments used to try to defeat t purpose of the new law Perryvi lie can have a graded school and let ALL her revenue stay in her own town which it is claimed she is sending away The enormous 7 levy of two cents made by her fiscal court will not pauperize the inhabitants of Boyle It is not the Normal school nor the State University that is bankrupting the State but let us consider what other expenses are being paid There was appropriated for a House of Refuge for Criminal Youths at Lexington 225 000 Would this sum be necesssary were Kentuckys educational position as high up the scale as it ought to bet Then there was a stupendous sum spent for military service which failed to do good in the futile pursuit of the nox ious night rider May we ask whether the N R was a product of the educed at class or not Do we yet see the needof heroic measures for more uni versal training One more item that considerably af fected the treasury U our splendid State Capitol which with its equipment la rated at a million plus Lay not the sin of a treasury with its bottom ex posed at the door of educational ape propriationa Though said in a jocular way there is a modicum of truth In she statement that to get the favor of our nepotic friends you must locate same institution in their domain whether it of be U S Military Academy or a StateF Normal School One more point and that in regard to the value of the Nor mal to the rural schools More th themrin their art and these go back to our children in their home districts the better k prepared to give of their replenish ed constitution pro viding for the election of United Stat Senators by direct vote of the peep Only five States are necessary now propose an amendment which ought be easily obtained under the prevail sentiment in regard to the Senate the majority of which acts in utter disregard of the people in favor of classes If the present Senate is weeded o and all tho Senators who had procured their seats by fraud excluded there would hardly be a corporals1 guard le ftover There is every reason that the Senators should be elected by the people and none that we know of why they she not The constitution
