officeholders are mix ing too much in politics Some think the investigation is a mov toward rejecting several officehold ers for reappointment Chief Justice Hobson Tuesday reversed the decisions of the Frank lin Circuit Court in the primary election contest cases of E H Taylor Jr against the Democratic Executive Committee of Franklin county and ruled that a court can not order a recount of the ballots rcast in a primary election nor by mandamus or otherwise control the discretion of a party committee in preceeding to hear a contest for janomination The court also held I that a court cannot by writ of cer tiorari being the ballot boxes and records of a primary before it as it has no power to review the action of a party committee on a contest its judgment being final The court also ruled that in legislative con tests the contestant has fifteen days in which to file notice of contest In the case of T J Hill sJ F Harden and others involving the Democratic nomination for Sheriff the judgment of the Lincoln Cir J cuit Court was reversed and the Appellate Court ruled that the 4 limit for filing contest for county f office other than legislator is ten days and if not filed in that
