nominated for Presidentat Denver next week and elected next November FRANKFORT KY JUNE 24 1908 Dear County Superintendent- A bulletin giving detailed infor mation and suggestions concerning the operation of the new County School District Law will shortly be issued Numerous inquiries and suggestions about House Bill No 141 have reached this Depart ment and will have most careful consideration Today this circu lar may be helpful to officers for immediate needs i The County Is the unit The school boundary must coincide with the County The law recognizes no fractional districts IJ However I think that conditions may make necessary convenient arrangements locally similar to the old law in Section 68 Such arrangements cannot be effected by this office but must be perfected by local authorities Of course the redistricting will have no effect concerning the operation of schools for the year 19089 2 The County Superintendent the County Judge and the County Attorney shall divide the county into Educational Divisions and they shall subdivide each Educa tional District into school sub districts Boundaries are to be based on white children but when ever these boundaries are fixed by these officers above named the lines of white and colored districts shall coincide 3 Paragraph 2 above indicates that the officers named are the absolute authority to fix and change the Educational Division But Section 10 of the new law directs that the County Board of Education shall haye full power to establish new school subdistricts and to change the boundaries of school subdistricts The framers of the Act however hadno intention of ultrarigid boundaries A wise provision of the Act see Section 17 carefully has reference to consolidation of school sub districts Two or more white sub districts may unite for the need of the white children vice versa several subdistricts may unite for the needs of the colored children These are called Consolidated Schools Section 17 is to Superintendent who is a nall statesman a sufficient safety valve Look out for the needs of the schools not for the needless friction 4 About numbering Educational Divisions and Subdistricts Ft r future convenience number tl e educational divisions and the school subdistricts in the following mar ner Beginning in Educational Division No i Oak Hill Sul district No2 and so on through the whole number of subdistrict in this Division Then Education al Division NO2 with Collttt Subdistrict No i Powell Sub district No 2 and so on through the whole number of subdistricts in this Division Then in tl e sstue way number each subdistrict in the other Educational Divisionf 5 The question is asked Is it possible to make Lebanon fo example an Educational Division by itself Refer to the new law Bulletin NO3 Section 2 which says The County Judge the County Superintendent of schools and County Attorney sball then subdivide each of thesaic educational divisions tnto school subdistricts following as nearly a1 practicable the boundaries of existing school districts for while children If the educational Division Lebanon can be sub divided ito subdistricts and if the trustees can organize a division Board as noted in Section 4 such possibility may be contrived The matter is scarcely practicable 6 About questions concerning election of truetees- a Trustees are elected by ballot Boxes are to be used and the secret balot is to be used as at all regular elections h The County Clerk furnishes boxes and ballots Procedure should obtain as in all regular election except as specifically directed in the new law- c The following blanks will be furnished by this office to the county superintendent Certificate of trusteeeligibil ity 2 Petition of trustee nomina tion 3 Trustees election returns 7 Graded Common Schools shall retain their present bound aries and be exempt from the provisions ot the new Act See Section 2 8 Bulletin NO3 directs that the school session 19089 will not be affected by the new law The Superintendent means it to be understood that old district boundaries according to 1908 will exist that the present trustees should arrange the opening of schools the selecting of teachers etc but the old trustees vacate their office as soon as the division boards organizewithin thirty days after the date of their election August 31 1908 See Section 4 The new officers take full controle of school property school super vision etc at that time- Fellowsuperintendent 95 per cent of our school people believe in the new system I depend upon you as the head of your county Bear in mind these two things at once First it is a great opportunity you have to redistrict your entire county second your in fiueuce should count for much in the selection of the request of one of the di rectors and a number of minor officials of the American Tobacco compan made recently to again come before the board for a conference relative to the purchasing of the crop the execi tive committee of the Burley Tobacco society at Winchester decided that all future efforts of the American Tobacco company to purchase the pooled bacco crop from the Burley Tobacco society was fruitless unless President James B Duke appears before the board personally to consummate the deal with the society whereby his company will take over the entire crop The executive committee takes this action on account of the conference held by them with Vice President officialsIthoritatively without the approval of President Duke and although the bur ley board considered the matter at length Literature Chattanooga Tents June 29The Hamilton county grand jury has returned a presentment against Leo Levy of St Louis dealer in gin charging him with circulating obscene literature A traveling salesman named Greenwald living in Memphis who has sold the Levy gin in this city was also made the subject of a presentment carrying the same charge At the same sitting the grand jury found formal charges against five local liquor dealers They are charged with exhibiting obscene pictures in their places of business Levy the St Louis man will hardly be extradited unless it appears that Governor
