WILLIAMS ANSWERS THE QUESTION ASKED BY ALBERT HAMLIN THE LAW is AMPLE Can sidewalks be built and the streets graded on the ten year pay ment plan Yes The trustees by a majority vote at any regular meeting may order any construct ion or reconstruction of any side walk curbing street etc at the cost of the lot owners equally apportioned according to the number of front feet owned by them re spectively and said improvement may be made upon the ten year plan Mt Vernon can build corn bined sidewalks and gutters along Richmond street from the railroad crossing at the Miller Hotel to the r corporation limits beyond Albert Hamlins residence by first having a civil engineer to prepare the grade Then the Trustees can let i the contract for the entire con struction to the lowest and best bidder When the work is all completed it would then be inspected and received bv the Trustees The Board of Trustees would then order the payneut out of the Street Improvement Fund But to get the money in the fund the trustees would as certain the entire cost when the work is completed arid would issue bonds of the town in a sum not to exceed the cost of Jhe improvement including the expense of the issual and sale of the bonds which would be payable in from one tbten years bearing isixi per cent interest Suppose that A owned a lot front jug fiftYfeeton Richmond Street and the sidewalk was constructed eight leer 0ider The amount of j ide walk constructed for A would i coughs be four hundred square feet the cost being about fifteen cents per square toot or Sixty dollars for A He could under this plan pay six dollars a year plus the interest until the whole amount was paid in ten years During the entire ten years A would have the side walk and his property would be greatly enhanced in value and he would never feel the cost of the construction What good citi zen could possibly object to that The law is very plain and is found in Section 1705 of the Kentucky Statutes under Sixth Class Towns A town cannot possibly exist with out having good sidewalks and streets The town should be able to point to them with pride By all means let us have the m PARK Mt Vernon in a few more months will be one hundred years old Now let us look squarely and frankly at ourselves It is not a lamentable fact that this burg should possess not a shred ofa park not a single monument or fountain not even one well kept street no driveway of any sort no pretty water front or back no plaza or band stand or public square Not one handsome business or residence street No spot of interest to show to any body Nothing to attract any one for residental or commercial purposes There is Mt Vernon for you my friends and I cannot recall another County Seat so utterlyand teetotal ly devoid of charms as that And why is It so Rents low and living cliisap But that keeps you poor however cheap it is Butisdt both thejfesuU of having nothing else and that they are stingy savings too small to consider when compared with the brighter lifethe breezier existence of the citizens of other places And just here let me remind you that the running cf a town is like running any com mercial enterprise Plain business sense and nothing more and with that idea I liken Mt Vernon to a store What we need at the present as much as any thing else is a new front in this store Au a tractive front is the prime requisite now days and we must have it Three of the principal highways leading into Mt Vernon meet at the section house The people coming in from the country on these three roads must pass this Passengers upon trains going in either direction arE forced to lehold this unsightly place It is a mere shack It ought to be down and awaya regular eye sore We want and should have the ground for a park a nice little fountain placed in itflower beds green and well kept grass to grow thtl inBut how ran we get it Ti KJ ifwe can a dg ii cite Louis villa and Nashville Railroad Co to build one there then have done it in other towns This is a day when every town endeavors to havea park large Uhmlall arfd s me have many Let the Town Trustees appoint A committee of at last five to call upon the officials of that road I believe they can win If the company wont build get a lease from the company to the town by which the town can use it for a park the property to revert back to the Railroad Company at any time when it should cease to be used as a park But suppose the Railroad Company should refuse both propositions then what can we do It is still easy if only done Institute con demnation proceedings for under Section 1709 of the Kentucky Statutes the town has ample authority Pay a reasonable value for it which would not be much and then establish our own park A small annual tax for park pur poses would keep it going nicely and we would always be proud of it When we have made the town attractive we will attract and not before Real estate will go up and you will get vour money back abundantly A town is exactly like a storethere must be at traction or the enterprise will not amount to much Have a care prouJ people of dear old Mt Vernon It can be done when the Town Trustees moment there comes a a kind of portentous tt precedes a storm There is a perpetual mist and haze ijianginei in the political Thf re are evidences of a storm in the distance The political horizon shows edges of fierce energy revealed occasion ally in a political flash of light ning The tariff issue is again the storm center and radiating from it will be seen and heard outlying flurrys of debate between political friends and enemies alike Each taking the views advanced by the friends of the different schools of thought and maintaining by the logic of each that protective tarriff or tariff for revenue only is the hope of our country and when all the known arguments have been exhausted each is satisfied that his view is right We are told that the Session of Congress isI due to close in June that will be a complete revenue tariff schedule that will be regulated or revised downward- In one section the claim is for higher or lower duties on wool another on hides and leather another on beet sugar another steel and iron and so it goes It resolves itself into a sectional fight between the representative of those diverse industries and after all iSj said and done and the revised u4e schedule is in force it is the attempt of one nation or one section to build a wall ot protection so high t11atuo competing section or nation can climb it or jumpit leaving the protected industries to conIsumer wages yes it encourages commerce yes it restores confidence yes this is a great nation yes thank God we area favored people yes the Lord be praised We shall prosper under almost any conditions We came well nigh under our pet system of protective tariff being plunged into a financial crash the end of which can only be conjectured and we have not yet fully recovered iron it If Uncle Sam and the Banking Associations of the country had not stepped in and put up the money to partially tied over the crash would have come How much ruin would have been entailedwill never be known This occurredat close of a splendid Republican administration the most prosperous that had been enjoyed so long under any administration i This only goes to prove that the prosperity of any nation does not depend primarily or exclusively on its tariff schedule The history ofour country proves conclusively that panics and financial crises have come under all ofthese conditions of High or Low tariff This writer is not waging war oh our present system he is only attempting to show the sophism and demagogery resorted to by both sides inproof of the saving qualities of a high or low tariff In view of what has been already shown neither high protective tariff nor low free trade conditions will insure the country against the periodical occurrence of panics and financial crisis Meantime the old threshing out process will proceed and the advocates of protection with cheeks distended with wind will attempt to show that the safety of country depends on the raising or lowering of the present schedule of prices and will finally in Tune or some sweet day bring forth a schedule with ts crossed and is dotted the very acme of protective tariff listsbut all wont be suited and some of the leaders wont know their bills when they meet them in the record It will however retain the popular feature stamped on it of Protection and the assurance that the revenue derived from it will be abundantly adequate for the needs of increased expenditures in salaries in advancing the efficiency of naval equipment and coast defenses etc Above all there will be a feeling that theso called infant industries willIno pauper labor or predatory wealth shall ever be able to get on the inside and put to flight he protected classes When we think of some of the prices we have to pay for steel goods articles made of leather and some of the beautiful creatures of king cotton that adorn our more beautiful wives daught ers mothers sisters and sweet hearts we are left in doubt whether not our protective svstem is or lor not an unmitigated blessing But what a bout the storm you ask We have been dwelling on a side notIto be some more wool pulling in a different styles There is going on a real ligament of political forces The causes have been the growth of a decade and more in devising means for better cleaner government all the way up from district primaries to presidential elections Old ideas of hearding the popular vote and disposing of it at auction is growing absolete and the question of men fitted for office measured by the standard of tbeprpsentdayi reform is the the electorate and the people of Kentucky are no longer going to be controlled by the dictum of political bosses This alligument referred to does not follow the line of partisan cleavage but men that stand for sound clean g in every department are not worried about party names or methods nor are they anxious about the special effect upon the immediate future of any party but stand squarely on the
