and sell f1000 first mortrt t jfsge bonds to be secured by a first mortgage Ijen upon all the prpperty of the company and 18000 second mortgage bond- secured by a second mortg on all of thn property of tthe company The firsts lIiort bonds to bear 6 per cent inter est and the second mortgage bonds to be at 4 per cent inters est or so much interest not ex ceedinf 4 per cent as the net earnings of the company will amount to after paying the s tenet on the first mortgage bonds and costof operating t plant IV is then proposed tL ttet water company attall lefts fJr purchase from the town of that this plan is perfectly feasible and should meet with the approval of everyone who desires to perptuate the general welfare of the to of Springfield and there should be a unanimous vote in favor of tile Pproposition submitted It should be understood that t Trustees of the town will n sellany of the bonds if the prop ostioh is favorably voted until all tie capital stock of the pro posedwater company shall have been subscribed for and the company properly organized on the plans indicated THE proposed amendment to the constitution which is to be voted upon at the coming elec ilea is
