handwriting His first murder was that of another colored boy at Dalton Ga when only 14 years of age He next ahot and killed another colored man In Atlanta while playing craps For this he was sentenced race amid the debris of twisted iron timber and masses of loosened rock The sight was horrifying and the women lining the bank fainted by dozens The main bridge sank six inches at one cor- ¬ ner and as the crowd surged upon it was heard to crack ominously They were driven back by a few cool headed men and another catastrophe averted The work of rescue was commenced at once and nearly every physician in the city was summoned Among the 150 who went down in the crash many were pin- ¬ ned down by large stone slabs from the abutment and were only able by terrible effort to keep their heads above water while their limbs and bodies were being crushed and mutilated by the timbers and stones Mayor Burnett and a de-¬ tail of police assisted by the patrol force and Western engine bouse met in the road near the home of the latter yesterday afternoon Ball Was alone and Barnum was ac- ¬ companied by his brother Ball opened fire on Barnum at sight with a pistol He fired five shots four of which took effect but not to such an extent as to disable Barnum Barnum fired only two shots both of which passed through Balls bead killing him Instantly Barnum and his brother were taken Into thing must be done and that right soon Obviously But what the source of revenue must be enlarged The present taxes levied on our real estate aud personal property by the local government can not be raised in definately to meet the expanding municipal needs Even the present rate of taxes is regarded by many as oppressive A way which I regard as most importand is the better utilization ou the part of cities of their owu re- ¬ sources I mean those services which from their peculiar and inseparable connection with cities derive a monopolistic nature those services I say should be delivered from the bands of private companies entirely or the privilege of performing these services granted to private companies ouly on the payment of the highest possible per cent of tbe annual gross receipts These services are the supply of water light aud local Irausiiortation to municipalities Tbe manufacture of gas has now become a source of revenue to many Europeau cities the principal generally acted upou being to reduce the price of gas to a reasonable rate and then place the remaining profits if there be any to the relief of taxation Glasgow Scotland eight years after it had assumed control of its gas works realized from tbein a net profit of nearly 90000 and this after the price of gas per 1000 ft had been reduced from 110 to 90 cents I was told by a prom inent newspaer editor of tbis country weeklies which may be considered the bone aud sinew of the land numbered 81 while now they have increased to 133 From 127 weeklies including agricultural stock religious literary and other kinds the growth baa expanded to 171 A decade and a half ago there were only three semi weeklies now there are seven Then there were eight dailies which small list has swollen to nineteen giving us an increase of 137 per cent Tbe semi monthlies have grown from two to six and monthlies from seven to eighteen Improvement In character is more marked thau in numbers I can recall but three or four cylinder presses in the State outside of tbe city of Louisville at the beginning of tbe period above mentiouedand only one or two of them propelled by an engine Itis no unusual thing at tbis day to find cylinder presses with steam gas hot air or oth er engines The Improvement iu other departments has kept pace with the presses and engiues Seven and eight column papers were then the rule while now those have given place to eight and nine columns Iu those slow days when the pressman and the devil worried along with the old Washing ton hand press at the rate of two or three hundred an hour they wrestled ouly with four page papers while now many of them are six and eight pages It was unusual then to find a country paper with more than oue editor and he was likewise business manager anil substantially accurately and elegantly extensive catalogues of colleges sales of thoroughbred animals blanks iu duplicate and triplicate for various kinds of business embracing several hundred pages There are now thirteen religious jour nals in the Slate the same as fifteen years ago yet several have suspended their places being filled by new ones The stock and agricultural papers have iucreased from four to six and the medical journals from three to four but the college literary and secret society journals have grown from five to twenty Where there were forty eight towns with one paper each there are now sixty nine Twelve towns with two papers each are now fifteen Two towns with three papers each are now eleven Instead of one town with five papers there are four with five each and where there was no towu with seven papers now there is one and the city of Louisville witli twenty four journals ot all kinds now has forty six one of them tiie Courier Journal using a 46000 press aud setting its type by machinery Tbe increase in numbers has beeu greater in localities already occupied by papers than in those that were not The number of counties occupied by newspapers was sixty three now it Is one hundred The thirty seven addi tional counties contain forty four papers This uumber takeu from tbe one hundred and six increase exhibited heretofore leaves sixty six that sprang up iu the counties already occupied de monstrating that it is easier to ruu a newspaper in a comuunity where the leople iiave become educated to newspaper reading than iu oue where tbey have not Three couuties bad papers that now have none Oue of the couuties was divided into two tbe new oue securing the paper aud one of the others had a coal oil boom which subsided aud with it the paper I do not know why the third oue was unfortunate A year ago there was a group of seventeen couuties in the mountains of Eastern Kentucky that bad no paper Several were begun during tbe year but I do not think they have all survived That region however is rich iu minerals and railroads are building into them As usual it will be a close race between tbe roads and tbe papers as to which shall first get there
