of the Democratic party WASHINGTON UTTER The visit of Col W J Bryan to the East has resulted in the adoption by the Democratic loaders in Congress of a concerted plan on the subjects of ex pausion and trusts This agreement was not reached until after a somewhat heated debate which gave rise to the rumors of serious disagreement which were sent broadcast over the country by the correspondents of Republican papers There was however no real trouble All those present were genii inely anxious to reach an agreement that would be satisfactory to nIL and onTRihich the antis of both parties would stand in preference to the Re publican pltforrn After a good deal of talk the members got together and formulated a policy which will bold until the national convention meets Un til that time none of the members will make speeches or give out interviews antagonizing tho provisions of the agreement even though they do not quite suit all of them On expansion the ngrecmennt may be summed up as follows The rebellion is to be suppressed immediately thereafter a Republican form of government is to be established in the Philippines as soon as this is done the army is to be wdhdiawn j the United Suites is to relinquish sovereignty retaining coaling stations etc nnd retaining a protectorate so as to prevent foreign interference the Philippine republic is to issue bonds to pay back our 20000000 and the inci dental expenses of the government there On trusts it was fouml easier to reach an agreement there being gen eral approval of Mr Bryans plan to extend the jurisdiction of the federal government over trusts engaged in bus Incas in more than one State and therefore really coming under the meaning of interstate commerce All snchare to be required to take out licenses to publish statements of their accounts and to have their books al ways open to the inspection ofgovern ment cflicials This by the way is practically what will be recommended by the InclnstrialCommission On sit ver no agreement was necessary as that is alreadya shibboleth of Democratic faith Mr Bryan declared that in his further journeying through the east ho should discuss aU three issues in his speeches liesaid 41 shall talk about trusts and imperi alism and free silver t have gotpretty tired of having one particular topic suggested to me by a person who likes to hear it talked more than any other British In their tfTorJs to uee this t country as a depot f military supplies The excuse that The Transvaal is not independent Was a most remarkable one in view of the fact that the United States has for years accredited three consuls to President Krnger all of whom have acted under exequators is sued by his government However when the senior member of the Anglo t Saxon partneship makes demands on his junior partner it can always de pendon the present administration re spending no matter at what sacrifice t to the liberties of other people Mr White by the way was consul gener al of the Transvaal in London when the Jamison raid took place While lying ill in bed his house was attacked t by a mob and ho was forced to flee for his life This furnishes an excellent example of the English idea of fair play Owing to areara in work said Commissioner Duell of the Patent Office last week an application for a a patent will not be reached in this office until about a month after it has been filed Attorneys nearly always make I their claims too broad with an entirely proper desire to do their best by their clients and we have to return 95 per cent of them lor amendment The attorney may either accept our objece tions modify his application cordane with them and hurry it back or he may keep it longer and study it more carefully before returning it Of course the broader the claim that he can get granted the more valuable his patent will be It requires some two weeks to finish it after it comes back so that at least seven weeks in all ISc required to get a patent through and it can be done in that time only by theIJ attorney for the claimant conceding all the objections to this officecAnother effort is to be made to re p turn to its owners the proceeds of the cotton captured and concerted plan on the subjects of cx pansion and trusts This agreement was not reached until after a somewhat heated debate which gave rise to the rumors of serious disagreement which were sent broadcast over the countryby the correspondents of Republican pa perIL There was however no real trouble All those present were genu judy anxious to reach ato agreement that would be satisfactory to all aud aawtoich the Roths of both parties would stand ja preference to the Republican pMTorih After a good deal of talk the members got together and formulated a policy which will bold until the national convention meets Un til that time none of the members will make speeches or give out interviews antagonizing tho provisions of the agreement even though they do not quito suitallofthem On expansion the agrecinennt may be summed up as lollowsThe rebellion is to be suppressed immediately thereafter a Republican form of government is to be establish ed in the Philippines as soon as this is done the army itt to be wfthdiawu the United Stifles is to relinquish sov ereignty retaining coaling stations etc and retaining a protectorate so as to prevent foreign interference the Philippine republic is to issue bonds to pay lack our 20000000 and the incidental expenses of the governmant there On trusts it was founQ easier to reach an agreement there being gen eral approval of Mr Bryans plan to extend the jurisdiction of the federal government over trusts engaged in bus iness in more than one State and therefore really coming under the meaning of interstate commerce All such are to be required to take out licenses to publish statements of their accounts and to have their books al ways open to the inspection of govern ment officials This by the way is practically what will be recommended by the Industrial Commission On all ver no agreement was necessary as that is alreadya shibboleth of Democratic faith Mr Bryan declared that in his further journeying through the east he should discuss all three issues ia his speeches lIe said hI shall talk about trusts and Import nlism and free silver I have gotpretty tired of having one particular topic suggested to me by a person who likes to hear it talked more thou any other Let everv one arrange them in ordr of importance as he sees fit I ontn Montague White Consul General of the Transvaal to Great Britain has been in this Englaildvast and that consequently the latter country could not he considered independent This excuse was evidently a preventMrvantage from which he might obstruct the British in their efforts to use this country as a depottot military supplies The excuse that the Transvaal is not independent Was a most remarkable one in view of the fact that the United States has for years accredited three consuls to President Kruger all of whom have acted under exequators is sued by his government However when the senior member of the Anglo Saxon partneship makes demands on his junior partner It can always de pend on the present administration responding no matter at what sacrifice to the liberties of other people Mr White by the way was consul general of the Transvaal in London when the Jamison raid took place While lying ill in bed his bouse was attacked by a mob and ho was forced to flee for his life This furnishes an excellent example of tile English idea of fair play Owing to arears in work said Commissioner Duell of the Patent Of fice last weekan application for a patent will not be reached in this office until about a month after it has been filed Attorneys nearly always make their claims too broad with an entire ly proper desiro to do their best by their clients end we have to return 05 per cent of them tor amendment The attorney may either accept our objections modify his application in ac cordane with them and hurry it back or lIe may keep it longer and study it more carefully before returning it Of course the broader the claim that he can get granted the more valuable his patent will be It requires some two weeks to finish it after it comes back so that at least seven weeks in all is required to get a patent through and it can be done in that time only by the attorney for the claimant conceding all the objections to this office Another effort is to be made to re turn to its owners tile proceeds of tile cotton captured and sold in the South soon after the civil war Senator Mo ney of Mississippi is giving especial attention to the subject and Senator Davis oi Minnesota has introduced a bill granting one year additional for presenting proof of ownership before the Court of Claims Some 20000000 were collected and paid into the Treas lily from the sale of the capturedand confiscated cotton and less than 9000 000 have been paid over to the heirs and their heirs A Night of Terror Awful anxiety was felt for the widowof the bravo General Bum ham of Machias Me when the doctors said she could not live till morningwrites Mrs sHLincelnwbo QUESTIONS MWWEMI From speech in CongreM by Hon John F Shafroth of Colorado December 12 1899J Mr Chairman The gentleman from Ohio Mr Grosvenor In the speech he delivered a few minutes ago called upon this side of the House to answer three questionsFirst there was prosperity dur ing the Harrison administration Second why there was depression during the Cleveland administration Third whj there is prosperity during the McKinley administration Mr Chairman there Is one answer to all of these questions namely that the supply and demand of basic money during these administrations varied in such way as to produce the good or bad times If you examine the history of the three administrations you will find theso alternate conditions were produced by the alternate state of the supply of monbY as Why There was Prosperity During the Hart son Administration During the Harrison administration there were good times What caused them The creation by Legislation of more basic money In June 1800 there was passed by Congress what is known as the Sherman act which provided for the purchase by tho government of 4500000 ounces of silver each month Gentlemen on the other side may smile at the thought that the silver bill produced it but nevertheless it is true and we can prove it by the man most vitally interested in that ministration namely Benjamin Harrison himself In the annual message to Congress of President Harrison in December 1890 wo find the following clear statement from him concerning the Sherman act The increased circulation secured by tho act has exerted and will continue to exert a most beneficial influence upon business and upon general values Tho enlargement of our currency by the silver bill undoubtedly Rave an upward tendency to trade and had a marked effect on prices but this natural and desired effect of the silver Legislation was many erroneously at tributed to the new tariff act Surely the admission of the man most vitally interested in that edwin istration that the good times were caused by the silver Legislation ought to determine conclusively that the ton dition was the result of the creation of more basic money during that administration C SI Why There was Depression During the Cleveland Administration Second What caused the depression during the Cleveland administration The answer Is plain It was destruction of baoic money That is what caused it The first acts of the Cleve land administration were the repeal of the purchasing clause of tho Sherman act and the redemption in gold ol the treasury notes issued for the payment of the silver bullion under that law It was during the early part of the admin istration that silver was demonetized in India by closing the mints thereof to the free coinage of that metal It was then that Austria attempted to resume specie payments in gold and thereby made great demands upon the gold of the world Is it any wonder that there were depressed times under this admin istrationIt destruction of basic money arid this increased demand for gold which enhanced the purchasing power of goltl and consequently ereRsedthe- priltj of alt commodities and property thereby producing stagnation in busi ness and depressed times S I Why There are Better Times in the McKinley Administration Third Why are we Imvim better times during the McKinley admiuixtra 1101 The answer is clear Because more bnic money tins been added to the riirreniy of our own country nnd to ihatof the world How 1 By tho iu crtnstd production of gold anti the con ttcqielit increased coinxge tlnough the tree coinage laws tor that metal The production of gold for IBOO was 28- 7526600nearly double what it was in 1893 This increased production has to sume extent relieved the strain upon and demand for gold and consequently produced rising prices That Is why Units sri better dUI ing the McKlnley administration The answers to the three questions propounded by the gentleman from Ohio ptr Gmnvcnor are therefore tile application of facts to that oie ienoral principle of supply end de iiiand of basic money But I want tn warn my friends t n the other m le that If you place in creased burdens upon gold as this bill proposes to doj jou will find that the increased demand for and value pi illd will surely follow with its news rfnry result falling uricus unless from ome unexpected Miurce mlclitoirl sup ply of tlmt metal is found to relieve lint utraiii li ia hardly possible licit such an enormous Increase ian occur The gold standard meuJiave it in their power by simply letting thing alone to continue the rising prices and consequent better times but if they attempt to phce the stocks of silver and paper moneys in the world by gOld iw this bill initiates then the increased TAKE CARE of the pennies poundswill of
