Richmond It was purely from a sense of duty and to be consistent with our doctrine that the solution of the negro problem depends largely upon education and accumulation of property and their moral improvement that we attended the Richmond Colored School last week The day was warm and the walk long and dusty but once Intiide the handsome commodious brick edifice for which the taxpayers of Richmond paid about SlliOOO we felt rewarded for our trouble The eihi uition was a complete surprise a vent able revelation It is not exaggerating the fact to say that no white school iti the county excepting alone Madison Female Institute can make sucli an educationalexhibit Hero we have iu our midst unknown to a large per cent of people an institution fur the improvement of the race that has no superior in the State In support of this heeiningly extravagant boast the CLI MAX points to the fact the Richmond Colored High School excelled all other central Kentucky colored schools at the Educational exhibit in Floral Hall Lexington last year as evidenced by the following notice printed in the Lexington Leader One of the leading features of the colored fair this year is the educational exhibits of the schools of central Ken tucky in Floral Hall A Leader man spent several hours inspecting the ex hibits of the various schools represented The Richmond Ky Might School superintendenthas seen among the schools and has won nine premiums and two certificates of merits The water color paintings are superb both in effect and design being among the finest ever exhibited by a colored public school in this State SOme of them would do credit to an ar list The figures painted are excellent in execution and color blending not a few behigmiperior in form and general effect Thejr wall paper and frescoed designs are very unique and pretty and reflect credit alike upon school and teachers Upon the whole the ar tistic element in tills school is superior to that of any colored school upon ex hibition In map drawing one of their specialties they have certainly excelled for in color and outline their maps isis hard to excel Their pen and ink sketches are Very creditable The color work design of four colored papers and in form study shows careful and artistic merit and is used as a steppingstone to the more industrial features oi the exhibit viz The frescoe wall designsViseall the curricnlm of common schools and high schools are neatly written excellent in form anti work showing superior methods The different sub- Jects are neatly bound together with rovers designed and printed by the pupils a feature in itself The CLIMAX man was told that every year since 1890 these exhibits are held here and that their quality IK con Women ate Like FIlfealthyandstrong I and bloom Sickly return of Hanna to the United States Senate When a com mittee of the Buckeye State Senate in vesicated the alleged financial charac ter of that election Kathbone could not be produced as a witness and absented himself from the Commonwealth until alter the committee adjourned Therefore Hanna rewarded him and he in turn rewarded other helaers of the sitniUr stripe by appointing them to responsible posts find by their operations The roots of the whole scandal however lie deeper even than this They are found in the criminal neglect of Secretary Root and Post master Getters Smith to properly oversee the operations that went on under their administration Will it be believed that today the only information that either Department has as to the postofllce salaries paid in Cuba is that their toUl for six months is about 97 000 Absolutely no detailed informa tion is en file either for Cuba or for any of the other possessions Yet the regulations prescribing the duties of auditors and treasurers of the respect lye islands which were promulgated a year ago or more require the auditor to forward to the Secretary of War not later than ten days after the expiration of each mouth certain reports among which was an itemized statement of all disbursements Both of them were also required to transmit certified copies of the statements to the Govern orGeneral whithout whose uignatnre of approval no warrant could issue Four months ago a resolution was passed by the House and another by the Senate asking for detailed itemized information in regard to the finances of the island To one of these only a brief evasive answer has been returnedwhile altogetherrueinformation at hand and even if they had not they ought to have been able to get it in four months Why have they not done 801 Is it because the items are too peculiar to bear the light of e has informed Con gress that inquiries made bv him show that the stock of gold in the United States is JOOXX000 less than it was supposed to be Calculations based on upposcd stock of money plxcnd the per capita circulation of the United States at about 2tLit loss of 400000 prohableper means a loss of marly 6 j er capita reducing the circulation to about S20 per capita This is less in stead of greater than that of many im portant commercial countries If this had been known in 189C it might have changed the It8ult o of domestic coin imported deducting the supposed loss by recoinage of United States coin the supposed amount used in the industrial arts The amount carred abroad by travelers has been considered to offset that brought back to thema most amazing calculation as every American who goes to Europe undoubtedly takes over 100 forl he brings back How the error occnred is not so important as its effect It certainly gives force to the convention that the money of the country has been contracted far beyond what was supposed and shows the cause of the depression of 1816 With a circulation at that time of not more than 18 per capita it is not wonderful that the country should have suffered It is certainly somewhat amusing to read the remarks of the protection newspapers on the subject of the Paper Trust That combination re cently tightened the screws and raised the price of paper and caused a tremon NewspaperIubihshiers most of the large Republican papers of the country hiss submitted a memorial to time Ways and Means Committee and to the Finance Committee of the SeuateenrneMly rpqutstl rig remedial legislation The memorial recites the wrongs inflicted upon the newspapers of the United States by the Trust and states that the price of printing paper has been arbitrarily increased without reason or warrant There is no claim that the Papper Trust is any other trnst All are the offspring of time Uingley tariff and are jnst as arbi trary in their charges just as grasping and just as determined to exact the last farthing from the consumer as is the Paper Trust The only difference is that they attack the pocket book nerve of the Republican newspapers and hence these forgetfor this occas ion onlytheir rhapsodies on protec tion and their declarations that it in creases pails green on tobacco As another tobacco season opens we desire once mure to call the attention of the growers to the danger in the UEO of paris green on tobacco We have received from one of the most reliable tobacco rehandlers of this section a leaf of tobacco taken from a hoishead tobacco opened to redry It is indeed a striking object lesson of the evils of this pernicious practice The entire leaf is more or less affected and one half Onldnut be much greener if green paint had been plentifully applied In fact time poison seems to have penetrat ed through tho pores of the leaf and is plainly visible on the under surface To put it mildly the chewer or smoker probabilityafterward The grower of the tobacco of which that leaf was a sample if known will scarcely be able to find a purchaser for his product in future in the rehandler above mentioned and if his criminal tice for certainly such indiscriminate use of a deadly poison is nothing short of criminal were known he would be forced to re tire from the business altogether The use of paris green on growing tobacco for the destruction of pests not be too strongly deprecated We urge selfrespecting growers to abandon this dangerous practice and to use some protectingtheirlittle more time and labor In time long run it will prove the better policy A Thousand Tongues Could not express the rapture of An nie E Springer of
