solely due to his own lack of skill The failure of the plan to establish reciprocal relations with Cuba is for Mr loose velt largely a personal defeat We do not speak of him here as the President because as President he is not responsi ble for the failure of legisla tion It is not for the pres ident to say officially that certain bills shall be passed He may prevent the passage of a bill by interposing a veto unless twothirds of both houses overrule him But so far as affirmative legislation is concerned lie can only make recommendations to Con gross if these are disregarded his official connection with the matter is at an end It was Mr Roosevelt and not President Roosevelt who set out to compel Congress to pass a bill establish ing reciprocal relations with Cuba This was a purely voluntary task which he assumed He could have neg otiated a treaty with Palma and have submitted it to the Senate He could have con tented himself with making a recommendation and would not have been to blame if Congress disregarded it But regarding himself as the leader of his party he chose to take upon himself the re sponsibility of prescribing and directing its policy to ward Cuba He was firmly resolved that Congress should not adjourn without passing a bill for the relief of Cuba or if it did he would call an extra session to sit during the dog days in order that the members might realize the enormity of their offense in disregarding the wishes of their leader All this was repeated time after time until the country became very familiar with it Now we learn that the whole scheme is abandoned and various devices are adopted to let Mr Roosevelt down easy Mr Rossevelt took the office of President with a dis tinct commitment to reciproc ity The last conspicuous public act of his predecessor was an address in favor of reciprocity and Mr Roose velt pledged himself to continue the policy of Mr Mc Kinley But Mr McKinley was not speaking for reci procity with Cuba alone nor principally He was well understood to refer to what are called the Kasson treaties which had been negotiated by his authority and which were pending in the Senate When the time came for President Roosevelt to send an annual message to Congress he dis missed these treaties almost contemptuously with a mere casual reference It was well understood that he did not desire their ratification and they have hot been con sidered While thus untrue to the principle of reciprocity he threw himself vigorously into the fight for concessions to Cuba He was understood to desire at least a 50 per cent reduction of the duties on Cuban products When a beggarly 20 per cent was pro posed he was obliged to ac quiesce but he has found himself unable to get even thatAs President Mr Roose velt is authorized to make recommendations to Congress Which means all the members of both houses He prefer red to try as party leader to control lie Republican mem bers Wisea he at last de termined to send a special message urging the bill for r reciprocal relations with Cu ba it was too late While a majority of the Republican Serators are willing to sup port his views there are so many insurgents that noth ing can be done by the votes of Republicans alone This marks a distinct failure Of Mr Roosevelt as a party leader to get his policy adopt ed by his party in Congress It is even openly charged that some of the insurgents have been controlled by a de sire to show Mr Roosevelt that he is not a leader in whom they can confide In under taking to force this measure through as leader of his par
