Auditor within a few days They will amount to about 30000 which is in excess of the amount expected by the Stat officials these claims inv lve pay due soldiers of the four volunteer regiments Capt Calhoun said today that he will appeal from the decision of the Au ditor to the Controller qE the Treasury as soon as certification is made The Auditor he said settled the claims upon a basis which will not allow the regiments as much as they are entitled to For example the rations and pay of the first and second regi ments from the time they re ported for duty to the dale of enrollment have been disal lowed Capt Calhoun be lieves the Controller will pass upon the ease and dispose of the appeal within a month and in the event of favorable action the soldiers will re ceive about 50000 No 200000000 surplus is onethird of the years total ordinary exp ndi tures even at the present enormous rate of 600000000 a year It is more than two thirds of the total ordinary expenditures of the govern ment for the year of Mr Clevelands second Uriu 189397 A surplus of this unprecedented size is waste ful in two ways Directly by locking up 2000000000 of money which at only 4 i r cent if left in the pockets of the people and kept in circu lation would earn 8000000 a year and indirectly by in viting and encouraging ex travagant appropriations FOUR THOUSAND coffins for four thousand victims of war and disease have been shipped to the Philippine Islands a Fourth of July token from Uncle Sam It is evidence that trade follows the flag but we have yet to read of the advocates of imperialism rntiing this great benefit to tho coffin trust Just to show how Uncle Sam is being bene fitted it is only necessary toj quote figures The 4000 cof fins cost the government an average of SS each making 32000 for the lot In June the total exports from the United States to the Philippine Islands amounted to but 27000 It is rather a grew some fact that it costs Uncle Sam more to bury his gallant
