notice local conditions and note how much bicycle riding In the city streets and on the nearby boulevards has fallen off to believe It possible that as many bicycles are on the whole In use as formerly It was almost in credible to some persons when the re ports of manufacturers were made up in the spring to hear that more than 600000 bicycles were sold in this country in 1902 The slump after the boom made so much more impression than the steady increase of rural riders that the figures caused aston ishment It is true however that in spite of the great decline In the popu larity of the bicycle in the big cities the total number feeing used is greater than ever In this country there Is no way of obtaining actual statistics as to the number in use but in France every cyclist has to pay a special tax and there an official record is kept It is generally agreed by those returning from abroad and It is well known in the trade that In France as well as in the other countries ef Europe and in Great Britain cycling has passed through much the same history as It has here a craze over a novelty a boom a reaction a big slump and then a settling to a commonplace usage In France too there Is talk of a big falling off of popularity In cy cling and it is reflected in the French papersIn face of all this come the facts from the French tax bureau showing that every year of the it brings to light a startling condition of affairs revealing how recklesssly the Republicans are bar gaining in order to steal the vote of the Commonwealth and give it to Bellrnap and the Republican State ticket Last week John W Yerkes Commissioner of Internal Revenue slipped into In dianapolis from Washington and was there by Senator Fairbanks of In iatia the fugitive W S Taylor Dr W Godfrey Hunter Chairman of tIlE Republican State Campaign Committee J H Newman the figurehead chair man of the committee and Collector E T Franks of Owensboro The re soiLs of that conference are numerous In the first place fugitive Taylor who always been Dr Hunters closest friend agreed to write to his friends ii the mountains asking them to support Hunter for the nomination for congress in that district In the second place in return for a promise of Kentuckys support for any thing he may want Senator Fairbanks agreed to see that Taylor was protected in Indiana and it is said that Senator Fairbanks further promised to see that a corruption fund was raised among the Indiana Republicans to be sent to Ken tucky just before the coming election The Republican campaign committee has a larger corruption fund this year than they have ever had in any previous election consequently when Mr Fairbanks contribution is received from Indiana the sum will have grown to enormous proportions- It is the plan of the Republicans to flood the State with this money during the lust days of the campaign and to line it in an endeavor to buy the negro votes and to corrupt election officers Mr Yerkes was more responsible for the nomination of Mr Belknap than any other man and Dr Hunter is now managing Air Belknaps campaign therefore even the presence of Mr Yerkes and Dr Hunter at a conference with fugitive Taylor is sufficient for all thinking persons to see clearly that the Republican leaders of Kentucky In cluding the nominee for Governor and the patron saint Yerkes still endorse Taylor Powers and all the other men charged with the murder of Wm Goe hel No one doubts that Taylor is lend ing his assistance to the Kentucky Republicans now because he knows he will be benefitted by the overthrow of Democratic government in Kentucky- It is also preposterous to see that Taylor still has sufficient influence among any set of people in Kentucky to be able to address letters to them to secure their support of any candidate In their presence at Indianapolis Mr Yerkes and Mr Franks areencouraging Internal Revenue employees through out the state to take an active interest in politics which is in direct violation of the Federal Statutes The conference at Indianapolis brought to light any number of rea sons why thinking persons should cast their votes against the Republican party
