Assigned Space Near Center of Fcr estry Building and on Two of the Main Aisles Chairman Struck Issues Instructions For Preparation of Samples of Logs Boards Etc For the Exhibit On two of the main aisles and al most In the center of the Forestry and Fish and Game Building at the Worlds Fair in St Louis next year will stand Kentuckys display of her wonderful forest resources and lumber Interests This space has just been assigned to the Kentucky Ex hibit Association by Mr Tarleton H Bean the chief of the Department of Forestry of the Exposition As is readily seen the forestry display from this commonwealth will occupy an enviable position and it behooves those interested to make the display One worthy the space given it To this end Mr A N Struck Chairman of the Forestry Exhibit Committee of the Exhibit Association and Mr Wil liam Boa Filed Representative ara laying their plans Chairman Struck has Just Issued a circular giving instructions to the log ging camps planing mills and forestry industries of the State as to how can best assist him in making theI display a success Logs cut eight length are to be shown This length Iin been decided on so the samples Sketch showing how bonn aimiies are to be displayed In Kentuckys Forestry Fx bibitat the Worlds Fair will be worth something after the Ex- positiOn The ends of the logs will show cross cuts while In the middleI a section will be cut out about foot deep three fet across at the top rounded down to two feet across at the bottom which will sh9w the lat eral cut as well as the beauty of the grain Mr Struck states that all logs must be cut to eight feet and tbe dl ameter should not be less than 21 Inches if possible to get same In addition to the logs there will be boyd samples of which the accompanying sketch will give an idea These board samples will be tour feet lung b ytwo feet high by four inches tnick and will be partly finished and partly unfinished so as to show the wood in its natural and its finished state The method to be followed by the Kentucky Exhibit Association in displaying samples of the States for estry products and resources Is right uptodate being recommended by government experts as being tbe most economical and best plan yet found Mr Struck announced that arrangements are to be made to store the logs and board samples for the exhibit in two or three convenient places In different parts of the State Here his committee will have certain men to prepare the samples so that all shall be finished in the same way Besides the logs and boards there will be shown in the Kentucky space all forms of manufacture from tho forest industries In view of this fact It is hoped by the Exhibit Association that many more lumber firms and cor poratlons and manufacturers will sub scribe to the fund being raised to doS fray the expense of the forestry hibit along with the erection of the Kentucky Building and the exhibits to be made in other departments of the exposition The contributions United States naval observatory at Washington made observations of the extraordianry group of spots recent ly visible on the sun the largest group discovered in the last decade The ob servations were under the direction of JJeorge H Peters The enormous group was observed with a photoheliograph said Mr Peters In discussing the matter The individual spots comprising the group have become less numerous some of the smaller spots having consolidated with the others The group consists of about nine spots in nil and now shows indIca- tions of condensing into two principal spots or groups somewhat separated The total length of the disturbed region was 172000 miles with a width of about 59000 miles the aggregate length of tho principal spots being 123000 milesIgroup was easily seen by the naked eye at the naval observatory by several of the astronomers A brilliant aurora was also observed a bright glow In the heavens near the northern horizon while intense streams shot up toward the chief of the Department of Forestry ol the Exposition As is adily seen the forestry display from is commonwealth will occupy an enviable position and it behooves those interested to make the display one worthy the space given it To this end Mr A N Struck Chairman of the Forestry Exhibit Committee of the Exhibit Association and Mr Wil liam Boa laying their plansIChairman Struck has just issued a circular giving instructions to the log ng camps planing mills and forestry dustries of the State as to how they can best assist him In making the display a success Logs cut eight feet In length are to be shown This length has been decided on so the samples Sketch showing how board amttesztreh be displayed In Kentuckys at the Worlds Falrl will be worth something after the Ex position The ends of the logs will show cross cuts while in the middle a section will be cut out about a half foot deep three feet across at the top- ounded down to two feet across at the bottom which will show the lateral cut as well as the beauty of the grain Mr Struck states that all logs must be cut to eight feet and the dl ameter should not be less than 24 Inches if possible to get same In addition to the logs there will be board samples of which the accompanying sketch will give an Idea These oard samples will be tour feet long ytwo feet high by four inches wick and will be partly finished and partly unfinished so as to show the wood In its natural and its finished state The method to be followed by the- entucky Exhibit Association In dis playing samples of the States forestry products and elites or towns of any class to provide for taxation for municipal purposes on personal property tangible and Intan gible based on Income licenses or franchises in lieu of an ad valorem tax thereon provided cities of the first class shall not be authorized to omit the Imposition of an ad valorem tax on such property of any steam railroad street railway ferry bridge gas water heating telephone tele graph electric light or electric power Is the constitutional amendment upon which the voters are asked to pass judgment at the Novpmber election and upon the adoption of which the welfare the advancement and the continued prosperity of Ken tucky are believed to depend The change is easily understood In stead of raising revenue to pay the expenses of city and town government the salaries of the mayor police firemen the maintenance of the streets public Improvements etc by assessing personal property as under the present laws the eglslaturo may authorize cities and towns to adopt a license system All property real and personal In cities and towns will continue to pay state and county taxes as usual No change whatever will he made in this respect so that people who live In the country may vote for the amendment under the full assurance that it will In no way affect their taxes except the more tho cities and towns build up and prosper the lower the taxes on the whole people to vote on the question There is no pol- Itics in it AMENDMENT EXPLAINED P N Clarke Says Great Advantages- Are to Be Derived From Its Adoption- At a meeting of the Louisville Credo it Mens Association a few nights ago Mr Peyton N Clarke Secretary of the State Committee which Is managing the campaign for the constitution amendment explained the advantages to be derived from the adoption of the amendment He said For years under our former con stitution all cities and town had the privilege of home rule and the right to tax themselves for municipal purposes without Interference from anyone It was argued by some however that this was a power no town or city should have and the wise makers of our new constitution said that it would never dothat all property should be taxed alike So the revenue law was changedBut the result has proved the fall acT of the idea and the effect has been exactly contrary to the design Under our present law the grossest Inequalities in assessments prevail and there is not a single advantage to compensate for the innovation When every persons Is his own assessor it Is not strange that there should be great Irregularities The rich man easily escapes his fair share of taxation as he covers up his stores of wealth while the poor man with his all invested in a modest home has to pay more than lila share because all he has is in sight and cannot be hid den from the assessor The proposed amendment will remedy all this to a great extent It simply authorizes the legislature by general act to permit all cities and towns to raise revenue for local pur poses bylicenses franchises etc on personal property instead of the pres ent ad valorem system Its object Is obvious Under the new laV our merchants manufacturers and financial institutions will pay li censea and avoid the necessity of fic titious returns to the assessor All personal property subject to taxation will pay Its fair share of taxes and by equalizing the burden It will sit lightly on alL Under the new law we can Invite capital and industry with assurances of welcome and our state will flour- Ish as a green bay tree The amendment Is a step forward and will place us In the line of
