Which Causes Strange Happenings on Board As the British ship Mohican made for the Delaware breakwater the other day it encountered a strange phenom enon A cloud of phosphorus envel everyIstory and the crew vouch for the detailsI a strange gray cloud at a distance and watched it as it cams closer The vessel and crew were given a fiery coating before the sailors saw It said the captain They rushed about the deck in consterna tion I looked at the needle and it wai flying around like an electric fan I ordered several of the crew to move the iron chains lying on the deck thinking that it would divert their at tentionBut the sailors could not budge the chains although they did not weigh more than 75 pounds Everything was magnetized and chains bolts spikes and bars were as tight to the deck the good old custom still observed by many rural newspapers this Kentucky editor has nailed his colors to the mast The trouble is that he has hoisted too many flags lIe has not been content with putting at the head of his paper For President Alton B Parker of New York For Vice PresidentEx United States Senator Davis of West Virginia He has added to these a third name thus For Attorney General of the United States of America WM JENNINGS BEYAN of Nebrask- aNotwithstanding Mr Bryans sud den softening of temper toward Judge Parker after he had conferred with the latters representatives at St Louis there is no absolute proof that this suggestion that Mr Bryan would make an ideal Attorney General means anything except that the Blue Grass editor admires Mr Bryan Nevertheless even the suggestion of Mr Bryan for that particular post must be chilling to the ardor of some of Judge Parkers strongest support ors Judge Parker declared it may be remembered that all that was needed to curb trust evils was greater activity of public prosecutors in enforcing existing laws Among these are pro visions for criminal penalties for ma kers and managers of trusts Mr Bryans favorite prescription for trust evils it may also be remembered is not bills in equity and restraining orders against such corporations but is to send the heads of the corporations to thd penitentiary Here is a parallelism of thought between Judge Parker and Mr Bryan which the Kentucky editor perhaps unconsciously has perceived and expressed with an absence of discretion that must be disturbing to the equa nimity of some of the foremost minds of Wall street The bare suggestion that Mr Bryan might be made head of the legal de partment of a Democratic a4ministra tion is enough to cause all tho golden sources on which Chairman Taggart has been counting for fertilizing streams to freeze up with a solidity to which that of the bung in the Hon Henry Gassaway Davis barrel would be as soft as rubber to cool steel When the ideas that have percolated from St Louis to the Blue Grass become known in New York there will have to be many explanations and as surances before can be allayed the alarm that must be caused were enlivened mat Thursday nicrbt by an incident that has evoked no little comment from the citizens of the com munity and the City Attorney Mr J Talbot Jackson has come In for no small share of criticism for what is alleged to have been a flagrant exhibition of neglect of duty As the paid representative of the law abiding tax pavers of Richmond it was his duty to take an entirely dltrerentposition from that ho occupied on this occasion so it is generally admitted i otherwise the question is currently asked What is the City Attorney for to prosecute of fenders against the law or to counsel how to evade or hurtfully postpone Its enforcement Tire above question suggested itself no doubt by the way the City Attorney conducted a mot important matter iu the Council last Thursday whereby a longsought opportunity was lost for the punishment of violators of the new ordinance against selling of liquors on SabbathWith knowledge of the trial and violl1tiugthis plaindutyopen session that such violation bad been committed instead of indifferent leaving such a matter to members of the Council to report It is claimed that when Mr Jackson succeeded in convicting Mr Tevis of violation ol the aforesaid ordinance it was none other than his duty to officially notify the Council lie knew for a positive certainty that the subject would be taken up But instead of his producing the court records or at least volunteering the information which he rave to the otner sidethat such records were requisite before the Council could revoke the license of the offender he failed to report any such violation per mitting such report to be made by a member of the Council When said re port was made by the writer the Man r properly ruled that no action could hi taken without the court records an right there the City Attorney comes in it is claimed for his share of the criticism for the records he said were permissiontocil adjourned A D MILLER Member of Council with the exception of its reference to Capt Allman who was not shirking his duty as might be inferred from the Registers necessarily hastily written report- A motion was made by Mr Miller that inasmuch as the saloon of W VI levis was proven to have been open on last Sunday in accordance with the clause recently inserted in the saloon binds his license be thereby revoked In this connection we might narrate the history of this matter for the bene fit of our readers A few months ago the Thief of Police complained to the councilmen both privately and in public session that a groat deal of whiskey was being sold on Sunday ami that much disorder was the result In order therefore to aid the police in maintaining order the Council made the selling of liquor by the saloons on Sunday an offense subject to revocation of Hscense the penalty having previously been only a fine But in spite new law whhy was apparently sold as much as ever on Sun day and when the drunks were tried they refused to tell where they bought their whiskey However a stranger was tried in the Police court last Mon day and stated that he had been in the saloon of W W Tevifl the Sunday previous The Chief of Police then had the necessary evidence and noti fled the councilmen that he would serve notice to that effect at the meet lug of last Thursday night When the time arrived however neither the City
