it It is because it gives to a class a privilege denied the consumers of the cities and farmers of the country that these few clamor for it and is for this reasou the consumers should no longer submit and gifted educator Dr Payne received his early school training in the country schools in Bar ren County of this State the county of his birth After leaving the public schools ho entered Kentucky Wcsleyan College at Winchester Ky and later the National Normal University of Leb anon Ohio where ho received the de gree of Bachelor of Arts and continued his studies in the graduate school in Education Sociology and History receiving an honor scholarship because of meritorious work In 1007 Dr Payne resigned his position as principal of the Paducah High School and refused the of the city schools in order to make a study of the German School System and continue his studies in the German University After two years of study in tho University of Paris the University of Berlin and Bonn ho
