Wallln at the February term 1003 of the Lincoln Circuit Court grand Jury Impaneled for said court condemned ana declared the present court house building Insufficient for the purposes for which It Will Intended and unsafe for occupancy and dl rected that such action be taken as neces sary to remedy the detects and avoid the danger complained of In saldreport of said grand and whereas said
